Responsible for Manpower Plans and Program Management of 26 Medical Groups and over 150 specialized medical activities across two regions/Major Command (MAJCOMs). Conducts organizational and process related human resource requirements determination studies. Reviews, evaluates and develops immediate and long-range medical program requirements to organizational structures/missions by interpreting data, process flow, organization concepts, and staff relationships for consistency and logic, improving efficiencies utilizing multiple programming tools to include the use of Manpower Standards, Corporate Solutions, Product Line Assessment and Transformation Team (PLATT) models, and the Medical Planning and Programming Tool (MPPT). Evaluates programs for accuracy and balance to ensure program requirements are within established Future Year Defense Program (FYDP) and annual Program Objective Memorandum (POM) constraints. Authors and provides guidance for Unit Manpower Document (UMD) management, to include Authorization Change Request (ACR) actions for MTFs and MAJCOM counterparts through the use of the Air Force Manpower Programming and Execution System (MPES). Facilitates the development of performance work statements, quality assurance surveillance plans (QASP) and transition plans. Reviews audit and investigative reports to determine appropriate changes and corrective action required on Congressional, OSD, and Air Force competitive sourcing initiatives. Prepares detailed plans, budgets, and schedules for assigned programs and/or participates with management in fiscal planning (e.g., PPBS); responsible for effectively integrating requirements into the annual Program Objective Memorandum. Evaluates organizational modifications to existing plans in response to changing environments. Responsible for creating, updating, and managing various databases, spreadsheets, and presentations for Air Force Surgeon General’s Office and subordinate organizations.

Supports the Air Force Medical Service, Clinical and Business Analysis Division, Access Branch, effectively managing patient demand at Air Force Medical Treatment Facilities (MTFs). Exercises broad business management responsibilities supporting high quality, accessible, cost effective health care services for 2.6 million enrolled beneficiaries throughout the Air Force Medical Service.
