Individual Consultant - Technology In Elections ManagementUndp Kenya Jul 2017 - Apr 2018Nairobi County, KenyaUnited Nations Development Programme (UNDP) committed to supporting Kenyan Elections in a project dubbed Strengthening the Electoral Process in Kenya (SEPK) for the 2017 General Elections. I was hired as an Individual Consultant (IC) to work with the Independent Electoral and Boundaries Commission (IEBC), focusing on the use of ICT for the electoral process. The mission of the consultancy was to review and recommend improvements on the existing infrastructure and systems at the IEBC Kenya and provide technology support for the conduct of the 2017 Kenya General Elections. The consultancy role was also to advice on the strategic intervention required with regard to the information and communication technology needs of the Commission.Key Objectives of the consultancy were:• Review the Data Center hosting /collocation arrangement, Plan and implement relocation of existing infrastructure to the new data center and coordinate Quality Assurance (QA) tests with the service providers and IEBC ICT team to ascertain success.• Review the Disaster Recovery capability and business continuity plans and make any necessary adjustments in line with Commission’s needs and regulatory requirements.• Review logical and physical security requirements for the Data center and guide on any to meet the commission’s security requirements.• Audit and review of the IT Service Management processes and ensure implementation supports election day incidents and requests.• Co-ordinate the implementation of Remote Access VPN for 290 returning officers.• Review the setup and security of Cloud based (Results Transmission System) RTS infrastructure design and close any gaps.• Review and improve the setup for the 2017 Command and Call Centre as well as the National Tallying Centre.• Co-ordinate the engagement of election stakeholders and Service Providers to ensure a stable and integrated system for elections management on election day and during vote tallying and transmission. -
