Conducting research and investigation of specific compliance incidents, complaints and claims as reported by individuals to the Human Resources Director and in turn preparing interpretive reports based on findings and recommend appropriate solutions or actions.Performing internal organization compliance investigation and audits throughout City departments as directed and compile the data and provide highly confidential detailed reports with recommendations to the Director.Providing guidance, oversight and support to the Deputy City Managers and department heads conducting their own internal compliance audits.Assisting departments in preparing confidential explanatory reports based on factual findings and recommends appropriate solutions or actions based on City Administrative Regulations, policies and practices and applicable Federal, state and local regulations and laws.Responding to requests from departments to conduct administrative inquiries and/or compliance evaluations.Coordinating with departments to ensure timely completion of indicated corrective actions, and generate, analyze and submit statistical and other confidential reports to the Assistant Human Resources and/or Human Resources Director.Researching key City policies and practices, both existing and proposed, to identify potential problems and make recommendations to the Director for policy or procedural changes, as appropriate.Compiling, reviewing and organizing documentation in preparation for the Director and for internal meetings as appropriate.Presenting information to the City's executive management, employee and public groups.Other duties as assigned.

Employee Relations and Talent ManagementRecruitment:• Develop a comprehensive strategic recruitment plan regarding areas such as branding, social media, internal/external communication, and job advertisement methods.• Serve as the co-administrator of NEOGOV, City of Alexandria’s Applicant Tracking System;• Certify online recruitment by approving and/or modifying requisitions, job ads, exam plans, and supplemental questions;• Advises departmental Liaisons on all recruitment related matters;• Ensures departmental compliance of recruitment related federal policies;Investigations:• Conducting research and investigation of specific compliance incidents, complaints and claims as reported by individuals to the Human Resources Director and in turn preparing interpretive reports based on findings and recommend appropriate solutions or actions.• Performing internal organization compliance investigation and audits throughout City departments as directed and compile the data and provide highly confidential detailed reports with recommendations to the Director.

Investigates complaints of discrimination through fact-finding studies; retrieves relevant documents and information; conducts intake of complaints, interview employers, legal representatives, merchants, and witnesses; prepares letters of determination, written reports, notice of charges, administrative orders and maintains extensive case notes.Conducts the initial interview with the aggrieved persons who have elected to engage in the EEO pre-complaint process and traditional counseling; during which full explanations are provided detailing legal rights and responsibilities as well as the EEO process; provides clear explanations for EEO protections under applicable statues, including those under Title VII of the Civil Rights Act of 1964, the Age in Employment Discrimination Act of 1967, the Americans with Disabilities Act/Vocational Rehabilitation Act and Genetic Information Act.Explains to the aggrieved and management officials the states of the complaint process, rights and responsibilities and the various forms of remedies (I.e., compensatory damages, pecuniary and non-pecuniary damages, back pay, etc.); performs evaluations and assessments to resolve EEO issues, through a logical process of systematic fact finding, analysis and consulting efforts.Facilitates training and outreach programs to the general public, civic groups and inter-agency; applies methods, precedents, and guidelines of EEO Program. Develops and provides EEO training and guidance sessions for managers, employees and collateral-duty counselors.
