Ø Prepared Budget proposal (including capital grant/project proposals) obtained approvals and successfully implemented, and monitored 10 capital programs with maximum budget of $112 million.Ø Experience managing number of contracts and grants for a variety of projects, ideally in the public sector with meticulousness in overseeing grant agreements, programmes, and the variation process as an when required.Ø Demonstrated proficiency with government tenders and procurement, including evaluation procedures with proven ability to interact with grant recipients and prospective grant applicants in an efficient and effective mannerØ Proven experience to oversee intricate and conflicting deadlines for several projects and communicating grant, contract, and project progress to important parties (internal and external) the ability to anticipate cash flow within the parameters of the current budget proceduresØ Provided strategic advice to Permanent Secretary and Minister on operational and policy matters related to sugar industry and six (6) organizations under Ministry that resulted in 38% increase in production of sugarcane.Ø Prepared weekly briefing notes, drafted daily responses to official correspondence and speeches, prepared monthly Ministerial response to parliamentary questions and regularly followed-up on urgent and important issues required by the Permanent Secretary and/or the Minister. Ø Significant improvement in governance and management of finance turning qualified audit reports till 2016 to consecutive unqualified audit reports since 2017 to date.Ø Improved efficiency by 50% in overall operations of Ministry including human resource by reducing the processing time from months to within a week or fortnight - depending on nature of work.
