Sarah, a Senior Consultant with BerryDunn’s Medicaid Practice Group, has 15 years of experience in state government public health and Medicaid programs. Prior to joining BerryDunn, she held the positions of Director of Indiana’s Division on Aging, and Director of Women Infants and Children (WIC). Her wide range of experience in state government includes expertise in Advanced Planning Documents (APDs), incentive payment design, HCBS waiver management, long term services and supports reform, and electronic benefit transfer implementation.Sarah is committed to incorporating equity and life expectancy goals into her work to support government entities in measuring quality and value. She excels at developing collaborative partnerships with clients, stakeholders, providers, and the public. Sarah was the Director for the Division of Aging at the Indiana Family and Social Services Administration where she led efforts to support the Older Americans Act and access to long-term care options that enhance choice, autonomy and quality of life. The Division administers the Aged and Disabled and Traumatic Brain Injury (TBI) Home and Community Based Waivers, Dementia Advisory Group and Adult Protective Services Program.Prior to her work at FSSA, Sarah was a Manager with Myers and Stauffer, LLC and assisted the New Jersey Department of Health (DOH) implementation of the Delivery System Reform Incentive Payment (DSRIP) program, a demonstration program designed to provide better care for individuals, improve health for sub populations, and lower costs through value based purchasing strategies that included performance measurement. She also managed the Idaho Department of Health and Welfare (DOHW) Patient Centered Medical Home Incentive Payment Accounting System (PCMH I-PAS) project which required information system development and incentive payment and recoupment design. Sarah served as the Women, Infants, and Children (WIC) Director for the Indiana State Department of Health (ISDH) where she enhanced her experience in information system design, electronic benefit transfer (EBT) implementation, performance metric development, data analysis, and nutrition/lactation training. Sarah developed Outreach and Business Development training for WIC clinic staff to begin public health integration modeling. Sarah was a board member of the Indiana CHOICE Board and Indiana Milk Bank. She served on the Indiana Perinatal Quality Improvement Disparities Subcommittee, Indiana AIDS Fund, and Indiana Re-Entry Task Force.
