Appointed by the Juvenile Court Judge to investigate the conditions affecting the child and submit an objective report to the court under oath, of public confidence and trust. The report was limited to factual information collected from identified sources such as parents, child, teachers, social workers, other family members as a result of the investigation and included information that otherwise would not be presented by any of the parties in the proceedings. The report was an important source of information for the Juvenile Court Judge when undertaking the challenging task of deciding the outcome of a care and protection proceeding and included a recommendation section based on the factual data.
