Supervised affirmative impact litigation with a national scope. Served as lead supervisor on matters of national significance including Make the Road New York et al. v. Cuccinelli et al., SDNY, 19-cv-7993 (GBD) (challenging the Department of Homeland Security’s Inadmissibility on Public Charge Grounds final rule) and Make the Road New York et al. v. Pompeo et al., SDNY, 19-cv-11633 (GBD) (challenging the Presidential Proclamation on the Suspension of Entry of Immigrants Who Will Financially Burden the United States Healthcare System, and the Department of State’s public charge related rules). Serve as counsel on Doe et al. v. USICE et al., SDNY, 19-cv-8892 (AJN) (challenging ICE’s policy of conducting warrantless arrests in and around New York courthouses).

Direct Bureau enforcement efforts including civil prosecutions of illegal practices in violation of health, insurance and deceptive practices law. Supervise active cases including complex investigations and litigation, overseeing legal research, reviewing pleadings and settlements, and overseeing post-settlement monitoring and enforcement. Negotiate successful resolutions on behalf of the people of the State of New York. Manage 10 lawyers and five support staff. Develop policy and legislative proposals addressing deficiencies in New York State law protecting health consumers. Draft monthly reports tracking all active Bureau matters.

Investigated violations of New York State Labor Law including wage/hour, misclassification, prevailing wage, retaliation, and misuse of non-compete agreements. Investigated violations of local municipal living wage ordinances. Negotiated meaningful resolutions on behalf of the people of the State of New York. Presented evidence and testimony to grand jury for criminal prosecution under New York State Labor Law. Promoted the work of the Labor Bureau through presentations and other engagement with community-based organizations and elected officials.

Lead counsel on individual and collective action wage and hour litigation arising under state and federal law. Counsel on class action litigation arising under state and federal wage and hour law. Responsibilities included conducting and overseeing all aspects of litigation including client intake, preparing pleadings and motions, conducting discovery, including depositions, drafting and negotiating settlements. Clients included monolingual Spanish speakers. Substantial litigation experience as lead counsel on behalf of labor unions including litigating and advising regarding charges, petitions and investigations before the National Labor Relations Board and other administrative agencies, and in state and federal court matters.Represented and advised labor unions, including the largest and fastest growing healthcare union in the nation, in all matters including arbitrations to enforce collective bargaining agreements on employee discipline matters, contract claims and complex impact arbitration; negotiated collective bargaining agreements as lead negotiator.

Developed curriculum and conducted occupational safety and health training workshops in English and Spanish for local union leadership, shop stewards, and rank and file members.

Developed program to enhance migrant health centers’ capacity to detect and prevent pesticide exposure in migrant and seasonal farmworkers.

Developed low-literacy educational materials addressing rural primary health concerns.
