Dr. Scott Reid is a widely respected and experienced regulatory economist specialising in utilities. He joined ICS Consulting in January 2008 where he advises clients on economic, financial and regulatory issues. He has worked as an applied economist for over ten years following three years as an academic economist (Department of Economics, University of Edinburgh). Dr Reid has worked extensively with the regulated private sector water utilities in the UK and the public water sector regulators in areas such as regulatory incentives, tariff development, business & investment planning and benchmarking / efficiency analysis, cost benefit analysis & competition. During his time at the water regulator Ofwat (1996-2000) he was closely involved in the development of the regulatory regime, with a specific focus on regulatory incentives and financial modelling.Specialties: Economic regulation, water economics, growing root vegetables
