Developed and delivered a large research project and internal workshop intended to clarify the AER’s responsibility with regard to Aboriginal and Treaty rights. The Pathfinder project was initiated to improve how the AER could work with Indigenous people, and specifically to examine how Aboriginal and Treaty rights are considered. I led a team that researched the AER’s jurisdiction to created a baseline for improvements in AER operations for a phase 2 project.

This position began with adapting the previous play-based regulation work to create momentum and progress. Area-based Regulation (ABR) was the result. The concept is to create local requirements for oil and gas development from an integrated understanding of oil and gas resources, environmental conditions, and local area concerns and interests. This foundation is then used as the basis of collaborative engagement with local indigenous communities and stakeholders to adapt or create locally specific requirements for an topic of concern.In late 2016, ABR moved to a pilot project in the Municipal District of Greenview, where I chaired (with Alberta Environment and Park) a multi-stakeholder panel chair focusing on water use by the energy sector. The panel came to consensus on 23 recommendations on a number of water topics, such as barriers to using alternatives, basin management, implementation, and others. In 2017, we also established an Indigenous Community Panel that includes 9 First Nations and 2 Metis Settlements. I co-chair this panel, along with an esteemed colleague, as the panel strives to develop a way in which indigenous knowledge and western science knowledge can compliment one another in AER decisions and process.

Working within the Ministry of Aboriginal Relations on assignment from the CEO of the Alberta Energy Regulator and Deputy Minister of Aboriginal Relation, my task was to establish process and procedures for the interaction of the regulator with the group responsible for Aboriginal consultation policy and process. I worked with subject matter experts within the Ministry and the AER as well as Alberta Justice and Alberta Environment and Sustainable Resource Development to create the Joint Operating Procedures. The procedures laid out the roles and responsibilities of each agency for different types of applications, consultation types, and hearings.
