Manage the successful implementation of the enterprise Program Performance Management (PPM) / Earned Value Management (EVM) System utilizing common enterprise tools and processes at Lockheed Martin’s Maritime Systems and Training (MST) business area. MST’s 18,000 employees currently manage over 1,000 programs in over 40 domestic and international locations.• Develop budgets, scope statements and schedules necessary to support all projects associated with Lockheed Martin’s EVM System implementation. Evaluate schedule and cost performance metrics, assess forecasts, and identify/handle risks and opportunities. Conduct regular project reviews with customers and stakeholders.• Manage the implementation of a single enterprise-wide EVM System based on Deltek’s Cobra, Open Plan, Welcomhome and wInsight products• Provide day-to-day coordination of the functional and IT support team responsible for the operation and maintenance of the EVM System, and direct customer support for our ~4,000 program team users• Conducted numerous system implementations and upgrades of varied size and scale to accommodate product updates, organizational acquisitions and integrations, and significant business change• Establish and maintain comprehensive system change and security access control schemas, user support models, persistent availability/performance monitoring and stakeholder engagement and governance mechanisms• Ensure, via surveillance and audit procedures, compliance with program management and EVM processes, corporate information security, industry standards (ANSI/EIA-748), Sarbanes-Oxley, DCMA/DCAA and FAR/Contract-specific requirements.• Implement a comprehensive knowledge sharing program to include formal training, electronic resources and direct customer support • Drive and facilitate an open exchange of information and dialog across the enterprise regarding available resources, best practices, lessons learned and emerging requirements.

Provide senior staff level subject matter expertise and program support in the areas of Program Planning, Program Financial Management and Earned Value Management (EVM) supporting a multi-billion dollar Maritime Systems and Sensors (MS2) business unity within Lockheed Martin. • Led functional team responsible for authoring and publishing Master Planning and Program Finance processes and procedures• Led a corporate-wide functional team in assessing corporate program cash forecasting best practices and workflows to develop future-state process recommendations intended to increase cash forecasting accuracy and reliability. • Member of LM Corporate Planning and Scheduling Advisory Board, responsible for defining corporate policy, processes and best practices in the area of program planning and scheduling.• Provide support to all organizational sites, as required, ensuring the successful application and implementation of MS2 Master Planning/Scheduling process/procedures for all new business pursuits and program start-ups.

Provide planning leadership on cross-functional program teams (engineering, production and business operations) to maintain focus on customer baseline requirements (cost, schedule, scope), identify/monitor program risks, develop risk mitigation and cost/schedule work-around/recovery plans, and ensure adherence to engineering/production processes.• Establish and maintain cost and schedule integrated program plans based on Integrated Master Plan (IMP) and Integrated Master Schedule (IMS) • Assess performance against cost and schedule commitments; develop EVM performance positions and perform detailed cost/schedule variance analysis and report status for internal and external review/submission (e.g. C/SSR, CPR, CCDR, CFSR).• Analyze contract requirements develop program Work Breakdown Structures (WBS) and Organizational Breakdown Structures (OBS), WBS dictionaries and associated cost management structures.• Plan and implement controlled program baseline changes driven by technical scope, schedule and/or budget modifications.• Assess resource requirements and allocation (labor, material, capital, etc.) and impacts of resource availability.• Provide lead planning support to all business area proposal development efforts to include analysis of SOW and other program requirements to support preparation of preliminary schedules, development of labor/material estimates, and early identification of potential program risk areas. • Support internal Baseline Review (BR) and Program Assessment Review (PAR) requirements and coordinate preparation and conduct of reviews to support customer and Defense Contract Management Agency (DCMA) Integrated Baseline Review (IBR) and Earned Value Management (EVM) Surveillance activity. • Coordinate subordinate employee activity and ensuring adequate job training is provided to meet all job requirements;perform annual performance reviews, provide regular on-the-job coaching and assist with employee development planning.

Provide lead technical, financial, acquisition and programmatic support to the Foreign Military Sales (FMS) branch head in the MK 41 Vertical Launching System (VLS) / STANDARD Missile program office. As branch support lead, responsible for coordinating all staff support and subcontractor support.

Provide direct program development, implementation and oversight support for the US Navy (USN) Submarine Regional Warfare Systems program office, within the Program Executive Office for Undersea Warfare (PEO USW), for the office's engineering development and acquisition programs for submarine torpedo and acoustic countermeasure devices (ADC MK 2/3/4), countermeasure launchers (Countermeasure Set Acoustic CSA), acoustic intercept receivers (AN/WLR-9, AN/WLY-1) and bathythermographs. Manage support staff responsible for providing technical, financial, acquisition and programmatic support to the MK 41 Vertical Launching System (VLS) US Navy program office for Australia / New Zealand Army Corps (ANZAC), German and Japanese Foreign Military Sales (FMS) cases.
