As the owner of Dog Zebra LLC, a consulting business, I provide assessments and solutions in maritime security and organizational effectiveness, drawing on my 30+ years of experience as a leader in operations, intelligence, plans, policy, and strategy. I leverage my experiences as a Coast Guard executive, and my advanced education, to deliver value to my clients and partners in both the public and private sectors. I also serve on Executive Boards and Executive Committees. I possess a wealth of experience in enterprise executive leadership, organizational improvement, strategy, and policy, as well as in interagency integration, intelligence support to operations, defense operations, law enforcement, search and rescue, maritime security, emergency management, and disaster response. I have served in a variety of high-level national, interagency, and international staff and policy leadership assignments, to include the U.S. Coast Guard Assistant Commandant for Response Policy, Coast Guard Liaison to the Transnational Crime Strategic Division, Executive Assistant to the three star Coast Guard Deputy Commandant for Operations, Director of Central America and Caribbean Affairs in the National Security Council, Executive Assistant to the Director of Coast Guard Intelligence and Criminal Investigations, Deputy Director of the Coast Guard Cryptologic Group, and Fellow to the Director of the National Security Agency. I served on six U.S. Coast Guard Cutters (Ships), and commanded four of them, conducting multi-mission intelligence-driven patrols from Canada to South America in the Atlantic and Pacific, and throughout the Caribbean. I worked extensively with international partner nations in maritime operations and engagement exercises. I am a Spanish speaker. I am passionate about advancing global maritime security and cooperation, facilitating continuous improvement processes and effectiveness in organizations, and optimally leveraging operational and intelligence capabilities to accomplish missions.
