Installation Management- Sustainment

Principal advisor to the Director on all matters, to include budget, long range strategic planning, operations, safety, cost effectiveness, environmental impacts, logistical support, policies, as well as critical talent acquisition actions, workforce onboarding, and development for over 30 installations across the continental United States employing over 5,000 people. I assist the leadership to ensure the delivery and integration of Base Operations Support (BASOPS) services on Army installations that span all of the Army Materiel Command (AMC), to include the Organic Industrial Base (OIB), the Military District of Washington, and Army Futures Command.• Guided and supported essential services to over 200,000 personnel across 18 states with a total operating budget of over $3 Billion and execution of over $1B in construction projects Responsible for coaching, mentoring, and teaching subordinate operational managers (Garrison Commanders) and their teams in the delivery and integration of Base Operations Support services and facility readiness. Recognized as an expert in developing and interpreting guidance on BASOPS program planning and evaluation.• Used a wide range of qualitative and quantitative analytical and evaluative methods and techniques for the assessment, improvement, and integration of programs across the Directorate. These efforts assisted the Director with establishing policy, procedural, and operational changes to increase program effectiveness and to reduce operating expenses by $19M in the current year of execution for FY21.

Fort Detrick, Md

Directs the daily management and operations of Fort Detrick Army Garrison for over 39,000 tenants and supported military family members. As the largest employer in Frederick County, Maryland, Fort Detrick hosts five Cabinet level agencies in support of multiple strategic missions to include the National Cancer Institute, the National Interagency Center for Bio-Medical Research, and numerous communication assets.• Oversee the recruitment and development of over 500 employees. Provide direction and motivation to improve a culture of service and respect in the workforce with diligent on-boarding, recognition, training, and daily interaction.• Supervise a diverse staff in their execution of a broad array of responsibilities, to include Public Works (water, wastewater, storm water, steam, roads, municipal waste, electric), Environmental Management, Fire and Emergency Services, Police, Housing, Finance, Human Resources, Contract Management, Equal Opportunity, Public Affairs, Emergency Operations Center, Plans and Analysis, Child Development Centers, Fitness Centers, Sports Programs, Swimming Pools, Drug and Alcohol prevention, and seasonal events.• Deliberately manage the efficient execution of $120 million annual budget required to operate Fort Detrick.• On-track to reduce operating costs by over $6 million through energy savings projects, reduction of unnecessary contracts, and workforce reshaping.• Reversed the garrison’s business operations from a $250K loss in 2017 to profitable operation in 2018.• Oversaw process improvements for a quarterly Performance Assessment Review to ensure directors deliver Fort Detrick services to standard and within cost.• Maintain over two dozen Mutual Aid Agreements and Memorandums of Understanding with local governments and support agencies to enhance security, services, and lower costs.• Awarded the 2018 Community Partnership Award by the Department of the Army for our significant collaborative efforts with local governments.

Pentagon

Developed a new methodology for holistically analyzing and presenting major decisions during the Army’s budgeting process. This corporate level innovation translated complicated resourcing problem sets into discrete decision packages for senior executive leadership. Prepared business case analysis and materials that resulted in supplemental Congressional funding. Authored several senior leader issue papers, strategic talking points, Congressional responses, and speaking engagement materials for use in various forums.

Fort Campbell, Ky, And Bagram, Afghanistan

Senior executive for a multi-purpose aviation organization in the Army’s elite 101st Airborne Division. Responsibilities included leader development, training management, safety program oversight, organizational change, maintenance management, team cohesion, and overall welfare for a diverse and dynamic organization consisting of nearly 600 men and women. Maintained 40 helicopters and associated equipment valued over $800 million in a proper state of readiness at all times. Daily missions included aerial medical evacuation, VIP support, the air movement of heavy cargo, air traffic control, and maintenance. From January to September 2014, this organization reorganized and deployed to conduct missions across eastern Afghanistan. Over nine months and 22,000 flight hours, the battalion safely completed every mission.

Pentagon

As a Strategic Military Assistant for the Secretary of the Army, I managed a portfolio of strategic documents and budgetary items while helping to guide the Secretary’s long-range vision and priorities. During this assignment I also conducted an 18 month organizational development study of the Army’s human capital management system. This study resulted in a directive to the Army G1 and the Assistant Secretary of the Army for Manpower & Reserve Affairs to achieve new outcomes for the Army’s human capital management system, while also finding over $5.5 billion dollars in savings.

Ft. Bragg, Ft Campbell,South Korea, Germany, Kuwait, Iraq, Afghanistan, Pakistan

• Chief Human Resource officer for an aviation battalion in the Republic of Korea, responsible for development, morale, recognition, and evaluation of 500 personnel.• Led the immediate humanitarian relief response to a 7.6 earthquake in northeastern Pakistan in October 2006, saving hundreds of lives and providing essential supplies to thousands over four weeks.• Planned and executed closure and transfer of a U.S. airfield in Bavaria, Germany, to host nation control with 100% accountability of equipment and zero environmental deficiencies. • Proposed, coordinated, and gained consensus to change the deployment of routes equipment from the continental U.S. to Afghanistan, saving the Department of Defense millions of dollars.• Developed, briefed, and implemented plans for the risk management, morale, training, and development of 70 team members flying over 8,000 hours in Iraq, Kuwait, Germany, and Afghanistan over two years.• As a deputy chief executive of an aviation battalion, oversaw the complex organizational planning, human resources, equipping, maintenance, logistics, and budgeting activities to prepare for operations in Afghanistan, to include a cross country movement from Kentucky to California for 700 soldiers, followed by a three week training exercise.
