They participate in several working groups or committees that deal with political issues, public issues, environmental, industrial, and economic issues. Many aspects reveal technical issues that are new, due largely to the never-before-seen scale of the project.

I became a test & integration division chief for a new $2B (1986 dollars) program, and team leader for orbital physics and astrodynamics. Established the National Testbed (space-ground simulator). Deputy/Acting Commander at Thule Tracking Station, Greenland. During the busiest one-year period in station history, built new antenna, office building, technical building, and new logistics building, and installed and tested new tracking systems. Continued to integrate new systems worldwide, including Australia, Norway, United Kingdom, Seychelles, Guam,5 states, China, Kenya, Greenland, Diego Garcia, shipboard and other locations.In later career, helped establish new Consolidated Spacecraft Test Center, whose mission was to provide mission control centers and staff for all space missions in the free world except NASA. First supporting operations of worldwide tracking and communications facilities, and subsequently as Director of Resource Management for the test center. Responsible for $150M (1994 dollars) operating budget and 800 civilians. Civilian equivalent would be CFO, CIO, and most of COO combined. Managed human resources, data processing, contract management, configuration control, purchasing, and computer resources. Established and created computer-on-every-desk environment. Created computer training program that became a commercial industry in co-located Silicon Valley. Selected a start-up company called "CISCO" to develop bridge and route data between multiple platforms worldwide. This became another major commercial industry.When the CSTC transitioned from Systems Command to Space Command, I took an early retirement offer and retired a Major.
