Senior Application Operations Manager within the Ontario Public Service with overall responsibility for 60+ transactional, BI, and financial systems that enable clients to make evidence-based decisions directly affecting their combined $32+ billion budget. • Day to day responsibility for the IT component of the three-phase program transfer of the Government of Ontario's Child Care program from the Ministry of Children & Youth Services (MCYS) to the Ministry of Education - with a direct reporting relationship to the CIO.• All applications and full-time staff transferring to Education were ready on “Day One”. • Developed the business case and secured $20M in Treasury Board funding for the IT modernization initiative.• Spearheaded multiple projects with MCYS to update their legacy systems for use by Education staff ahead of the January 2012 transfer deadline. This included a project to post childcare centre inspection findings online that was delivered on time, under budget.• Led the team through the Discovery phase and delivered a strategic assessment of the “As Is” IT environment, business processes and risks.• Developed the “To Be” vision, solution architecture and roadmap for Child Care IT Modernization which included:o web-based childcare licensing system and portalo data collection system to serve as the authoritative source of qualitative datao business intelligence environment for evidence-based decision. • Successfully negotiated a favourable Service Level Agreement with MCYS to receive system support at no cost while the “To Be” systems were developed.• Presented the business case and architectural checkpoint artefacts at OPS-wide architecture review committees and IT Executive Leadership Council tables.• All phases of the Childcare Modernization initiative have been successfully delivered.

Planned and managed releases for the Ontario School Information System from inception to implementation and directed the 10+ member IT team composed of FTEs and contract resources. As the primary IT contact and knowledge resource for the system, advised the business area and the many stakeholders – the province’s 4 student management software vendors and its 72 school boards – on system requests and issues.

Application Architect and Lead Developer for Phase 2 of the 300+ person SDMT project to consolidate and modernize the patchwork of social assistance systems across Ontario. • Oversaw the design and UI standards for the entire 80+ page ASP application.• Developed the online components which provisioned billions of dollars in benefit payments.• Set application's accessibility standards and led implementation of accessibility-related changes for the application to meet WCAG 1.0.
