About Scott Nystrom

Scott Nystrom is an expert in macroeconomic, regional, and energy system modeling and applying these systems to economic impact analysis and policy analysis. He is the Director, Policy and Research for the Climate Leadership Council (“CLC” or “the Council”). He leads the Council’s quantitative modeling of economic impacts, energy markets, international trade, and fiscal policy. He works to guide its research priorities, manages outside consultants, directs the Council research staff, and helps to draft and edit various reports and presentations for public consumption.Mr. Nystrom comes to the Council after a five-year software career and seven-year consulting career. In these roles, Mr. Nystrom conducted studies related to climate policy, demographics, economic development, the energy sector, fiscal policy, healthcare policy, international trade, labor relations, scope emissions, and transportation. Clients have included federal and state agencies, research institutes, non-profits, foundations, trade associations, utilities, major corporations, and law firms. He was the technical expert on a multibillion-dollar dispute involving default on sovereign debt and the accuracy of the information provided by a national statistics office. Mr. Nystrom was the de facto chief macroeconomist and policy analyst for the Bank of North Dakota from mid-2017 through mid-2023 and advised on the state on tax credits and economic development.Mr. Nystrom regularly presents before federal and state policymakers on his findings. Highlights include presenting his findings to members of Congress on the economic contribution of electric cooperatives and the federal “fiscal cliff,” Capitol Hill briefings on federal climate and trade policy, and the impacts of tax incentives and economic development initiatives to state budget committees. These include the legislatures of Arkansas, Massachusetts, North Carolina, North Dakota, Rhode Island, and Vermont and governors and their staff of Iowa, Maryland, and North Dakota.Prior to the Council, Mr. Nystrom worked for FTI Consulting (“FTI”). He was the co-lead and lead economist of its impacts and policy analysis practice. Prior to FTI, Mr. Nystrom worked for Regional Economic Models, Inc. (“REMI”) in Amherst, Massachusetts and Washington, DC. REMI specializes in building models of state and regional economies for forecasting and policy analysis. He was the head of the REMI consulting practice and technical support. Prior to full-time employment, he was a TA/RA at Iowa State University and taught computing skills at a junior college.
