Led DARPA office that developed and executed a framework for transition across the six DARPA technical offices, improving the transition worthiness of DARPA programs. These efforts included coordination of DARPA research capabilities with the Commands, Services, Intelligence Community, and service laboratories; new concept development and refinement; and cradle-to-grave transition planning to include end-user demonstrations, field trials, and operational evaluations. Accelerated game changing DARPA technologies into DoD capabilities by connecting DARPA Program Managers to warfighters. Through war games, exercises, field demonstrations and field trials, exposed technology to rigorous evaluation in real-world environments.

Provided weapons expertise and technical support to the F-35 Joint Program Office (JPO). Developed F-35 weapons capabilities to include requirements derivation, analysis of design solutions and verification resulting in horizontal integration across the air system. Prioritized Follow-On Development weapons requirements across the F-35 JPO, the Services, and Partner Nations.

Set strategic plans, programs, and requirements priorities for five Air Force Core Functions. Shaped USAF position for 2030+ Air Dominance requirements, F-35 acquisition priorities and fleet basing strategy, fighter avionics, sensors, and weapons modernization, JSTARS recapitalization, AOC modernization, high altitude ISR requirements, and HH-60 recapitalization. Planned strategic basing actions, including joint and FMS support, encompassing 500+ units and 2,600 aircraft. Defined Total Force policy and force planning options. Integrated Special Access Program and collateral program requirements.

Vice Commander for the largest Air Force wing in Europe. Provided leadership to over 6,200 military and civilian personnel encompassing 4 groups and 25 squadrons. Responsible for maintaining, deploying, and employing 82 F-15C/D/E aircraft, 5 HH-60G helicopters and combat support. Managed 669 facilities and 2,344 housing units valued at $3.1B, systems worth $8B and the Air Force's largest medical facility in Europe.

Deputy Chief of Staff for Air Force component headquarters which plans, commands, and controls the execution of simultaneous or sequential, full spectrum air, space, and information operations in 93-nation theater encompassing Europe and Africa. Supervised over 300 military and civilian employees within personnel, intelligence, operations, logistics, plans & programs, communications, services, contracting, and operations analysis directorates.

Led 25 operational planners across 4 divisions. Directed United States Air Forces Europe support to Chairman Joint Chiefs of Staff and European Command directed contingency planning to include humanitarian assistance, disaster relief, noncombatant evacuation operations and theater armed conflict within the European Command Area of Responsibility.Served as Director of Operations, Joint Task Force Lebanon aboard the USS Mt Whitney. Drafted and synchronized concept of operations for 2,400-member joint force encompassing two task forces to enable short-notice evacuation of US Embassy in Beirut.

Deputy Commander for the US Air Force's only operations group conducting Joint Specialized Undergraduate Pilot Training awarding pilot ratings to USAF/USN/USMC pilots. Supervised the execution of all academic, simulator, and flying training for the T-38, T-1, T-6, and T-37 aircraft. Ensured compliance with air traffic control procedures, operational plans, and training guidance for 410 student pilots and 250 instructor pilots. Supervised five squadrons, functional check flight, quality assurance, and standardization/evaluation. Maintained instructor pilot rating in T-38C.

Commanded over 180 personnel in largest, most diverse squadon on Vance AFB. Supervised training of 460 student pilots yearly, oversaw execution of 90,000-hour annual flying hour program, managed 12,000 square miles of special use airspace, and directed 5th busiest air traffic control complex in US Air Force. Provide operations guidance to weather, airfield operations, life support, and flight records functions in support of one T-38, one T-1, and two T-37/T-6 squadrons. Supervised surveillance of $24M in contractor services to include fee determination and evaluation of ground training instruction for 700 students/instructors. Maintained instructor pilot rating in T-38A/C.

Successfully managed the largest Stan/Eval program in the Air Force for the Air Force's largest combat wing. Responsible for evaluating combat capability of Kadena aircrew to accomplish their unit mission and the effectiveness of unit training programs. Set policy and provided direction to achieve standardization of F-15C, KC-135R, HH-60G, Air Traffic Control, and Ground Controlled Intercept units. Established local flying procedures for PACAF, USMC, USN, AFSOC, and AMC units. Planned and evaluated all operational aspects of wing exercises. Mission-ready F-15C instructor/flight examiner.

Responsible for all Air Force air-to-air missile requirements. Air Force Program Element Monitor for air-to-air missile systems. Allocated and managed Air Force air-to-air missile inventory worth $3.4B. Developed, justified, and defended annual program budgets through DoD channels to Congressional staffs. Briefed air-to-air missile requirements, procurement, and sustainment issues to CSAF, MAJCOM commanders, and Air Staff leaders.
