He aided three mayors, many council members and staff, using organization strategic planning, community iinvolvement, strong employee training and evelopment programs, addressing significant growth and service demands with limited revenues, to develop a quality town with an outstnading reputation, highly motivated staff and community, and strong community and developer partnerships. Scott holds a Doctorate degree in Management/ Organizational Leadership. He is an active speaker at state and national conferences, leadership programs, and training sessions.
