Emergency Operation Center Team Leader for the Blue Grass Chemical Activity (BGCA) with responsibility to plan, organize, analyze, and monitor chemical operations at Blue Grass Army Depot. Lead Emergency Operations Specialist responsible for formulating, preparing, coordinating, and maintaining mission essential emergency, contingency, and operational plans, policies, orders, directives and regulations for the EOC operating 24-hours/7 days a week. Responsible for all matters pertaining to operational and emergency plans, and for implementing emergency plans in emergency situations. Organization Sexual Harassment/Assault Response and Prevention (SHARP) Victim Advocate.

Responsible for planning, analyzing, and monitoring the operations of the Blue Grass Chemical Activity toxic chemical crews and all other chemical operations in the chemical area. Conduct estimates of downwind hazards emanating from toxic chemical operations. Operate and maintain meteorological information systems and chemical hazard modeling applications. Coordinate with off-post agencies to ensure continual readiness to immediately respond to and control chemical accidents, incidents, and events. Determine protective action recommendations for off-post and protective action decisions for on-post jurisdictions. Communicate effectively with various audiences to convey complex information.

Support the emergency management mission to the respective clients and command at the state and local installation levels with the development and implementation of emergency management programs and plans. Assist in developing and maintaining the all-hazard emergency management plan, promote and coordinate with local and state responders for emergency management activities, establish working groups across the spectrum of leadership and stakeholders, serve as liaison in assessment of emergency response capabilities, and integrate emergency response requirements and resource planning into all-hazard emergency management training and exercises.

Led the Utah National Guard’s protection programs of emergency management, physical security, antiterrorism, operations security, and critical infrastructure protection. Analyzed and resolved complex security problems through collaboration with internal and external stakeholders. Assessed compliance with Department of Defense, US Army and National Guard security requirements and regulations in safeguarding personnel, property and information. Developed and implemented plans, policies and procedures to address deficiencies and ensure resilience. Served as the primary security and protection advisor to the Utah National Guard command for 23 installations and 6000 personnel. Managed contracts and controlled expenditures under a $1,800,000 budget. A recognized expert in planning and executing complex operations with 100% accuracy and success. Conducted physical security inspections and surveys as well as threat and vulnerability assessments for installations and activities throughout the Utah Army National Guard.Planned and coordinated the Utah National Guard’s contribution to local, state and, regional exercises, such as Vigilant Guard and ShakeOut, to mitigate, prepare for, respond to, and recover from disasters. Provided subject matter expertise, training and support to organizations and personnel in physical security, operations security, antiterrorism and emergency management. Trained, coached, and mentored, thousands of personnel from US and international militaries. Certified to instruct antiterrorism, operations security, non-lethal capabilities and organizational emergency responder subjects.

16 years experience in positions of increasing responsibility in operations planning and supervision. Gained mid-level manager status. Contributed to the successful reorganization of UTA in 2004 and specifically, the system-wide realignment of bus service in Salt Lake City, Utah in 2005.

Assisted, advised, and developed an Afghan National Army Combat Support Battalion and Combat Service Support Battalion to conduct missions independently. Led a U.S. Army team conducting combat operations in Zabul Province, Afghanistan. Directly trained, coached, and mentored Afghan officers and leaders to provide for their development in a wide variety of military, training, management, and leadership subjects. Implemented military control measures and staff management systems where none had previously existed, allowing for better synchronization of limited resources.
