Particularly involved in domestic policy matters pertaining to animal health and the livestock industry, farm policy, derivatives markets, technology, and domestic food assistance as well as global policy issues such as trade, food waste, and international feeding programs.

The House Committee on Agriculture generally has jurisdiction over agriculture policy and USDA programs. Issue areas that fall within that purview include farm commodity programs, foreign agriculture and promotion programs, crop insurance, livestock and dairy industries, matters relating to trading in future contracts for all commodities, programs of food assistance (e.g., food stamp program), and rural development programs, just to name a few. Throughout the Congressional year, the Committee and its six subcommittees hold hearings on relevant issues, consider legislation, and monitor USDA’s activities and the implementation of its programs. As majority staff director, Scott both established and directed the implementation of the Committee’s short, mid and long-term agendas and priorities as well as striving to build consensus among elected officials, stakeholders and the public on policy issues important to the agriculture industry and executing strategies to achieve desired outcomes.With respect to the Committee's organizational health, Scott managed a driven team of more than 30 full time staff and restructured the Committee's organizational framework bringing an increased focus to communications, coalitions, Member services and oversight. Further, he pursued a rebranding initiative that ultimately resulted in a new Committee logo, launch of a new website and an ever-increasing media presence. Additionally, Scott worked to pioneer a structured meeting and assessment organization to systematically reevaluate the tactics, resources and objectives of the Committee Chairman, Members and staff.

Congressman Mike Conaway represents 29 counties in Texas’ 11th Congressional District. In the House, Congressman Conaway is the chairman of the House Committee on Agriculture, former chairman of the House Ethics Committee and also serves on the House Armed Services Committee and the Permanent Select Committee on Intelligence. He also serves in numerous leadership capacities, including being a deputy Republican whip, a position he has held since the 112th Congress. As chief of staff Scott worked to develop and implement policy positions, initiatives, objectives, strategies and operating plans for the Member and office while aligning multiple goals and efforts as the manager of more than 20 staff in Washington, DC, and 7 additional district and campaign offices throughout Texas, as well as numerous consultants and vendors for both official and political needs such as radio and video production, digital presence, fundraising, finances, and compliance work.In his capacity as chief of staff to Chairman Conaway during his tenure atop the Committee on Ethics Scott oversaw and advised the Chairman regarding the Committee’s jurisdiction to recommend to the House legislative or administrative actions regarding travel, gift, financial disclosure, and outside income reporting and restrictions, as well as matters regarding the Committee’s enforcement of standards of conduct and ongoing investigations of alleged violations of any law, rule or regulation for both Members and employees of the House.During the 113th Congress, the Committee on Ethics started or continued fact-gathering in 89 separate investigations, resolved 58 matters without forming an investigative subcommittee, and created four investigative subcommittees. The Committee filed 10 reports with the House totaling nearly 1,900 pages on various investigative matters.

Beginning as Representative Conaway's agriculture legislative assistant Scott held progressively senior leadership positions and acted as the Member’s chief policy advisor for all issues, most specifically working to advance both the 2008 and 2014 Farm Bills. Among other duties, in his roles for Representative Conaway from 2005 up to 2011 Scott managed, supervised, and directed activities of the Member’s legislative staff working to assist in developing, implementing, and drafting media and communications strategies for the Member in addition to developing policy positions and legislative initiatives.
