Provide leadership and strategic direction in the development, management and execution of the Port’s legislative and community relations program. Support and work towards advancing the Port’s business objectives and supervise a department of two employees and two contract lobbyists in executing strategic legislative and community initiatives to support the Port’s goals. Responsible for ensuring the Port has strong relationships with elected officials at all levels of government and is a collaborative partner with key stakeholders and the community. • Serve as the Port’s lead in working directly with state and federal elected officials & staff and agency representatives to convey the Port’s legislative positions through meetings, hearing testimony, briefings, etc. Directs the work of Port’s contract lobbyists in Olympia and Washington, D.C. to achieve the Port’s legislative objectives; • Supervise the Government Affairs Manager to ensure a successful local government affairs program and the Community Relations Manager efforts to establish and maintain Port relationships with community-based organizations to build support for the Port’s mission and activities. Responsible for the supervision, evaluation, training and mentoring of direct reports. Creates and maintains performance standards and works to create a high performing team; and • Oversee a $710,000 annual department budget. • Department achievements include:o $41.1 million in one-time savings for the Port through securing government investments for rail and road projects, environmental remediation, and other Port projects;o $2.02 billion in government investments in priority projects owned by others, including transportation improvements;o $9.1 million in annual savings for the Port through the passage or defeat of legislation impacting the Port’s business climate; ando Over $168 million in annual savings for Port customers through the passage or defeat of legislation impacting their operations.

Acted as the grassroots representative of the Congressman within areas of responsibility, including answering written correspondence, oral communications with constituents, creating and implementing effective outreach programs, and generally acting as a liaison, developing effective relationships for the Congressman.• Supervised caseworker staff of three in the Congressman’s district office;• Assisted the District Director in staff supervision as necessary;• Provided outreach to: higher education, small businesses, agriculture, seniors, health care, housing, law enforcement, the financial services industry, military and veterans, education and children, civil rights and minorities, foreign affairs, and locally elected officials;• Organized town hall meetings, forums, roundtable meetings, and other media events to announce notable actions taken by the Congressman, such as the introduction of a new study, legislation, or grant award;• Spoke on the Congressman’s behalf to a variety of community organizations, with groups as large as several hundred;• Met one-on-one with constituents, advocates and lobbyists to discuss public policy concerns;• Maintained up-to-date computerized contact files on all constituent information of importance to the office;• Wrote newsletters and correspondence on the behalf of the Congressman, discussing the most recent happenings in Congress;• Reviewed and edit correspondence written by other members of staff;• Doorbelled approximately 2,000 constituents per year, soliciting constituent feedback for the Congressman.

Oversaw the day-to-day operations of the Congressman's successful re-election campaign, including field operations, fundraising, and media, resulting in a 59%-39% margin-of-victory.• Supervised a campaign staff of three and several dozen campaign volunteers;• Oversaw campaign's fundraising plan, organized fundraising events and managed the campaign's $800,000 budget; • Developed a comprehensive field plan including doorbelling, yard sign distribution, voter identification and get-out-the-vote;• Worked with campaign's media consultant to develop a mail and television message strategy;• Spoke on the Congressman's behalf to a variety of community organizations, including participating in several debates with his opponent when the Congressman was unable to attend in person.
