Legislative aide and legal counsel to the Minority Leader. Responsible for managing all aspects of constituent issues and outreach projects such as shepherding constituent grant requests through the legislative process and handling constituent inquiries and issues of all variety. Maintain constituent tracking system and database, while overseeing staffers in order to streamline the process and expedite attention to the necessary constituent matter. Review and analyze legislation, attend meetings on behalf of the Legislator, conduct research and make legal recommendations to the Legislator.

Labor Counsel and advisor to the Nassau County Clerk. Assisted County Clerk with administration and management of Office and addressed all legal issues that arose. Responsible for all personnel and human resources decisions, including recruiting and hiring process, disciplining and terminating employees. Developed, revised and implemented policies and procedures for fulfilling statutory duties of County Clerk’s Office and complying with local, State and Federal labor and employment laws, including the training of staff on key workplace laws and issues. Provided comprehensive legal review regarding court filings. Assured compliance with statutory requirements relative to land and business recordings. Liaison between County Clerk’s Office and local agencies, including Civil Service Commission, Office of Labor Relations and employee unions. Promoted to Director of Operations in January 2010.

Acted as chief counsel and deputy to the Director of Office of Labor Relations for entire Nassau County Government. Handled PERB proceedings, including drafting answers, attending conferences and hearings. Responsible for overseeing the daily operations of office, including supervision and training of staff, scheduling of arbitrations and grievance hearings, tracking computer case management and interfacing with and advising all County departments. Worked with unions on regular basis in order to settle cases, create better labor relations and to streamline the entire grievance process. Conducted fact-finding activities related to internal inquiries, complaints and concerns and prescribe appropriate remedy to resolve complaint or concern. Created training program for management and County officials, including educational workshops and lectures on the proper procedures to follow to minimize grievances and maximize employee output. Responsible for decreasing the number of Union grievances from over 400 to less than 150 over a four year period. Implemented several major cost saving policies through arbitration victories and unique contract interpretations. Assisted in contract negotiations with Unions. Handled duties of Director in his absence.

Represented the County for the purposes of dealing with collective bargaining unit leaders for seven Unions. Directly responsible for negotiating settlements, contracts, and ensuring smooth day-to-day labor relations. Ensured consistent application of collective bargaining agreement provisions. Investigated and resolved labor disputes and management issues. Supervised, trained, and assisted Deputy County Attorneys in handling arbitration, PERB hearings and court cases with County Unions. Provided advice and assistance to the County Attorney and County officials on labor matters. Worked with Commissioners in managing employees.

Represented Nassau County in labor and employment matters. Reconstituted and handled all the functions of the Office of Labor Relations. Counseled departments on compliance with ADA, FMLA, Taylor Law, Title VII and New York Human Rights. Defended County in S.D.H.R., E.E.O.C. and Article 75 and 78 actions. Attended hearings, conferences, wrote position papers, answers, and motions. Handled constituent inquiries. Assisted in general municipal law issues. Promoted to Deputy Director of Labor Relations in 2002.

Represented major labor union in all aspects of labor law. Litigated arbitrations on a daily basis, including meetings and settlement negotiations. Wrote briefs and argued motions, including enforcement of arbitration awards. Handled NLRB issues. Supervised attorneys in landlord/ tenant cases. Second-chaired and managed the preparation of First Amendment trial in Federal District Court.
