Key Responsibilities:• Developing the MedTech’s approach to multi-year business planning, working with colleagues to bring together a coherent financial plan, linked to the functional business plan and agreed across the organisation. • Managing in-year financial management within the group, testing compliance, and understanding of the financial controls and ensuring business cases have the right scrutiny to meet the requirements of the investment committee.• Establishing credibility with leaders and practitioners across MedTech’s to understand business and ensure alignment with financial planning and reporting requirements.• Centre of expertise for financial controls - advising business groups on how to work within the parameters of HMT control totals or Cabinet Office spending controls and ensuring that expenditure is made in line with Managing Public Money principles, adheres to the Consolidated Budgeting Guidance• Maintaining and developing a detailed understanding of the Group activity cost base, cost drivers, and the relationship to performance outcomes.• Leading a Business Partner team effectively to ensure appropriate support and advice to the business, timely engagement with other Finance teams, and opportunities for continual improvement are identified and pursued.• Responsible for ensuring the finance systems and processes enable the provision of accurate financial, HR and operational insight to facilitate better decision making by the board.• Promote a culture of continuous improvement and innovation in strategic workforce planning, finance, and people analytic practices.• Working cross-functionally with business partners to support financial reporting, budgeting, forecasting, strategic planning, and target setting for the international infrastructure and applications business.

Establishing finance governance and meeting financial regulatory reporting to senior boards. Also, leading a team of finance and project professionals to deliver a finance function for government policy teams to help support investment decisions and cost cutting exercises. Key Responsibilities:• Heading up large scale management accounting for Agile Delivery teams. • Spending review negotiations with HM Treasury to discuss potential ministerial projects and priorities• Large scale finance business partnering with teams to ensure that a governance and finance process has been created and compliant.• Collaborating with and maintaining relationships with a robust network of government leaders to ensure purposeful delivery. • Managing a cross functional team of Accounts payable, Delivery managers, Analysts and Finance Officers. • Cross departmental negotiations with Policy teams to discuss the financial impact of Covid-19 and how the business areas can help to support the cost of the new projects • Delivery of cost reduction exercises to help improve efficiencies and reduction in overall costs.• Production of monthly accounts to aid with financial forecasting and scrutiny from directors Key achievements:• Leading and developing one of the largest costs cutting exercises for the department during the Covid-19 pandemic, to help disadvantaged pupils learning from home. This exercise saw a massive saving of £40million and agreement from senior leaders across the department. • Implementing and creating finance and governance policy for fast paced delivery teams working with Agile Methodology. This was a tremendous challenge as conventional finance and policy does not suit the agile principles, so an overhaul of existing policy was necessary and training in this new methodology was required.

Establishing and leading the delivery of a finance and workforce governance process that would encompass financial forecasting, management accounting, workforce planning that would improve business decisions on human capital and redistribution of resources. Key Responsibilities: • Managing and leading a team of government professionals that provided global forecasts and staffing plans monthly• Leading staffing budgets and promotional matrix activities that would be estimated at £40m• Establishing process that would create the staff forecasts aligned with financial reporting regulations and commitments• Optimisation of the workforce team to become the centre point of all planning, project management, process improvement execution across all major sites• Engage and influence key stakeholders regarding improvements on optimum workforce modelling and simplification of rewards and bonuses

Leading and implementing economic analysis for EuExit and the domestic fisheries trade markets. This involved leading several analyst and economists to provide insight on the effects of EUExit on different species and their export and price rates. This analysis would be used by ministers to make decision on trade deals with the European Union post EuExit. Key Responsibilities: • Ministerial priority briefings on the current effects of domestic fisheries prices and current trends • Economic modelling and forecasting the effects of tariffs on the most vulnerable species of fish and those most imported for domestic consumption • Cost benefit analysis on the alternative scenarios for EUExit and its implication to the wider economy and policy area • Leading on impact assessments, organising with policy a project plan for consultation, reviewing evidence base and providing econometric analysis• Quantitative research and modelling for plausible outcomes of EUExit
