Captain Shane Bolger is a seasoned law enforcement leader with almost 30 years of diverse experience, from conducting criminal intelligence investigations to civil disturbance response, tactics, and planning. As a Barrack, Divison, and Troop Commander, he is experienced in policy administration and interpretation, using these skills to administer disciplinary action appropriately and fairly. Responsible for reviewing administrative investigations to ensure thorough and complete investigations are conducted in the citizenry's and the Department's best interest while protecting the rights of the employees he commands. Appropriately allocates staffing and resources to accomplish the goals and objectives of the Department. Captain Bolger has developed a reputation for building strong; cohesive teams focused on accomplishing the mission of the Department. He incorporates organizational leadership principles, identifying deficiencies and implementing corrective strategies while directing subordinates to remain focused on completing tasks efficiently and timely.Captain Bolger holds a Bachelor’s Degree and a Master's Degree in organizational management and leadership from Johns Hopkins University. He graduated from the FBI National Academy Session 267 and holds a certificate of achievement focused in Criminal Justice education from the University of Virginia. Career Highlights:• Commanded and liaised between various agencies following two active shooting incidents—Capital Gazette (June 2018), Great Mills High School (May 2018)• Oversaw MSP Serial Team response to the January 6th incident at US Capitol (January 2021). Commanded MSP Serial Team response in Baltimore, MD, during the civil unrest following the death of George Floyd (Summer 2020). Squad leader during the civil unrest following the death of Freddie Gray in Baltimore, MD (April 2015), University of Maryland Men’s Basketball National Championship riots (April 2002).• Served as a planning team member charged with developing MSP’s response to the Covid-19 outbreak. Responsible for developing policy and procedures applicable to field operations based on institutional knowledge in this area• Managed a high-profile trooper-involved shooting. Ensured that the trooper was removed from the scene, provided peer support, and facilitated follow-up evaluations to help guide the trooper through this traumatic event. Arranged for crisis intervention teams to respond to the installation to speak with any employee suffering from post-traumatic stress related to the incident.
