As the Training and Compliance Manager, responsibility falls to Sheldon to train new hires on all aspects of HUD Annual Contributions Contract and CGI Performance Based Contract Administration processing requirements. Execute procedures to ensure that all new hire staff understands the policies and procedures associated with the ACC and the PBCA. Sheldon effectively develops new training methods and materials specific to the California PBCA directives and utilize those materials while training the PBCA new hires. As Quality Assurance Specialist, responsibilities include conducting on-going, monthly and periodic reviews of Core Tasks carried out under Annual Contributions Contract. Execute procedures to ensure that contract performance requirements are met and prevent potential fraud, waste and abuse of funds. Work closely with Local Services Supervisor and Asset Manager to ensure timely and accurate completion of all Annual Contribution Contract Core Tasks. Prepare reports that document performance, performance deficiencies and corrective actions. Reports presented to Director of Contract Administration, Operations, CGI Corporate Trainer and other appropriate Operations Managers monthly.

Sheldon performed on-site Management Occupancy Reviews for Project Based Section 8 Housing. Sheldon audited all areas of Owner/Agent activities to ensure the properties highest level of HUD compliance.

As Property Manager, duties included budget preparation for portfolio properties. HUD billings for portfolio, yearly HUD contracts, and OCAF / Mark-up to Market rent increases. Sheldon also created vendor policies and procedures, turnover policies and procedures, move-in, move-out policies and procedures, including updating house rules and pet policies. Sheldon coordinated vendor, property relations and contracts. Sheldon managed employees for portfolio properties.

Served as On-site Occupancy Manager and processed worksheets for resident re-certifications, including collection and verification of resident information. Sheldon created the worksheet that each portfolio property used to calculate resident rent. Sheldon collected and processed rents, created a database that tracks rehab and replacements for each unit. Managed on-site staff and coordinated vendor relations.
