I was one of the pioneers of underwater archaeology and I am best known for my discovery of the wrecked Civil War submarine Hunley, which was the 1st sub to sink an enemy ship; the blockade runner Georgiana, which was intended as a privateer and described as more powerful than CSS Alabama; the pirate ship Diamond; and the smuggling ship Ozama. I have found hundreds of other shipwrecks. Here is a brief list: the U.S. sloop of war Housatonic; blockade runners Flamingo, Norseman, Stonewall Jackson, Presto, Celt, Minho, Ruby, Rattlesnake, Stono, Mary Bowers, and Constance; U.S. ironclad warships (aka "Monitors") Keokuk and Weehawken; various wrecks of the Stone Fleets; SS United States; & one of Henry Morgan's ships. I was first interviewed on both television and radio in 1966. The Academy of Underwater Arts & Sciences (AUAS) is a 501(c)3 non-profit, international, multi-disciplinary organization officially dedicated to recognizing pioneers, innovators and leaders who have had a significant impact on the exploration, enjoyment, safety, and preservation of the underwater world. The Academy is committed to supporting its distinguished members as they pass on the stewardship of the sea to future generations.The Academy was founded in 1993 to administer the NOGI Award, which had previously been administered by the Underwater Society of America. The NOGI is the diving industry's equivalent of an Oscar and is the oldest and most prestigious award in the diving industry. Membership in AUAS is made up exclusively of awardees of a NOGI. Dr. Spence is a member (Fellow) of the Academy. He is also Secretary of the Academy and a voting member of its Board of Directors, whose job is both strategic and operational. The members of the Academy's Board of Directors help to chart the future course of the Academy and fulfill all the legal requirements of a non-profit (501c3) organization.The Academy administers a number of different awards and scholarships each year, the most famous is the NOGI. Dr. Spence was a founder of the International Diving Institute and served as its Vice President from its inception until 2018, when he sold his share to focus on his real expertise and passion, which is researching, discovering and salvaging shipwrecks. By the time of the sale, IDI had grown from a mere idea to a nationally accredited school grossing millions of dollars a year. IDI is an accredited institution, and is one of less than a dozen schools in the Western Hemisphere offering a training program leading to a nationally accepted certification as a commercial diver. Its basic commercial diving course is 640 hours (four months) and includes instruction in underwater welding, surface supplied air and hyperbaric chamber operation. Speciality courses in ROV, shipwreck salvage and underwater archaeology are also offered.IDI's curriculum provides both entry level and advanced diver training. Anchor Research & Salvage (ARS), a Dominican Republic corporation, was formed in 2009 for the purpose of seeking, documenting, and rescuing significant historical shipwrecks in Caribbean waters. Our mission is to research and undertake exploration activities utilizing advanced technology that enables us to locate and recover shipwrecks and artifacts.
My primary duties were the surveying and investigation of shipwrecks that had already been discovered in the general area of Monte Christi on the north coast of the Dominican Republic. I also located through visual search & remote sensing a number of additional wreck sites. These included sites with artifacts dating from the 16th century to the late 20th century. Remote sensing equipment that I provided & used on this job included a cesium magnetometer and a side-scan sonar.My historical research and onsite investigation of a wreck site that had previously been allegedly identified by underwater archaeologist Peter Throckmorton & others as the French warship La Viete, was that it was only part of a large wreck &/or may have been the remains of a small salvage vessel. My onsite inspection of the "La Viete" site found nothing to support previous conclusions by NCR that the majority of the site had been covered to a depth of 20 feet with silt from a nearby river. Instead, I determined that the buried features were natural formations & my findings further indicated that there had been less than 1 foot of silt deposition at that general location in the past 200 years (and that artifacts buried deeper than that were the result of subsiding into the bottom rather than from accretion). Nor did I find any evidence to support NCR's belief that they had found the remainder (described as 90%) of the wreck buried nearby. My extensive historical research found numerous errors in the history of La Viete as provided to me by NCR. In fact, I found nothing to indicate that there had ever been a French warship with the specific history attributed to La Viete. Although no longer with NCR, I have continued my research & my personal & professional conclusion is that the site's identification, as well as its supposed history & the alleged existence of a large & valuable payroll are not supported by either the archaeological evidence or the historical record.

Was selected for my "specific expertise in underwater archaeology"; and acted as a consultant and fact checker for the proposed revision and inclusion of a worldwide shipwreck map for the National Geographic publication "Ocean: An Illustrated Atlas"; by Sylvia A. Earle and Linda K. Glover. I researched all 120 wrecks that had been on the shipwreck map in the 2001 edition to determine the accuracy of dates, location, etc., as well as their importance and continued suitability. I also suggested the addition of several additional wrecks and discussed the possible removal of others. Found and corrected numerous errors. This was an unpaid position, but in 2009 I was awarded an honorarium from National Geographic for this work.

Spence was a full-time consultant for the College of Charleston. The College of Charleston is a state university at Charleston, South Carolina. Spence's contract called for the preparation of "the definitive study" of shipwrecks of South Carolina and Georgia. In fulfillment of that contract, Spence prepared a book over 800 pages in length. That book, which was published by the Sea Research Society in both hardcover and paperback, was described by shipwreck expert Robert F.
