The programme aimed to use a strong evidence base to support the development and improvement of governance in the sector. It involved an assessment of the extent to which the importance of strong governance is recognised within colleges and charted the impact of FE reforms and governance development to explore how far these help providers operate as independent organisations, responsive to local need.
