I was responsible for Vodafone’s strategy on radio spectrum management and I led Vodafone's representation on spectrum-related issues in CEPT, ITU and ETSI.I was responsible for representing Vodafone on issues relating to spectrum management, in UK (Ofcom, Government, Spectrum Policy Forum, and techUK), Europe (CEPT and the European Commission) and internationally (ITU, GSMA and NGMN). I was jointly responsible for developing Vodafone’s strategy on spectrum and related regulatory fields, and wrote many internal policy papers and briefing papers.I was a member of the UK delegation for the last five World Radiocommunication Conferences, playing a full part in the delegation (for example, preparing briefing material and participating in the Editorial Committee), I actively contributed to the preparatory studies for the Conferences, in CEPT (CPG project teams) and ITU (JTG 4-5-6-7, WP5D, WP8F, JTG 1-6-8-9 etc), and I was given leadership positions in WRC-03 and WRC-07.I wrote Vodafone responses to many Ofcom consultations, especially on the digital dividend (800MHz band), spectrum usage rights and cognitive radio, and for the spectrum management aspects of many other responses to consultations by Ofcom, CEPT, the European Commission and EU Radio Spectrum Policy Group. I played a leading role in the studies that enabled UK to release the 800MHz band for mobile.I was appointed as Chair of the International Working Group ('Cluster 4') of the UK Spectrum Policy Forum, and I have held a number of chairmanships and positions of responsibility within ITU, CEPT and ETSI bodies.

I provided the technical input to the strategy for the GSM Business Unit, for both GSM and UMTS, and was responsible for ensuring that positions taken in standards meetings were aligned with this strategy. I represented Lucent Technologies in ETSI standards meetings for GSM and UMTS, and provided consultancy on radio, spectrum and related issues.
