Meanwhile, here's info about me:I've been very lucky in my career to do why I love to do professionally: work with public sector/nonprofit management and elected officials, often in conjunction with unions, to solve labor law, labor relations, personnel and employment law problems. I love negotiations; investigating allegations of discrimination or other forms of misconduct, and often serving as an attorney/consultant to investigators; handling grievance and "interest" arbitrations, fact findings, PERB and NLRB cases (elections and unfair labor practices); handling complex labor law litigation and appeals, including issues involving police officers ("POBR") and firefighters ("FBOR"); and working with management, both on individual cases and on long-term strategy on broader issues. Perhaps most important, I enjoy teamwork, coaching, and the magic of working with colleagues to identify practical, creative, and lasting solutions to challenging problems. I also love to write! I'm a co-author of the treatise California Public Sector Labor Relations and author of Conducting Effective Personnel Investigations: A Manual for California Public Employers (5th Ed. 2018) (available on Amazon). I also write monthly articles on developments in labor law. I previously served as General Counsel to the California Public Employment Relations Board. I've appeared as the litigator on behalf of public employers in over 30 published decisions from the California Court of Appeal and Supreme Court covering a wide variety of labor law issues. I've been named a California “SuperLawyer” annually since 2003, and was twice named by the Daily Journal (2012 and 2013) as one of the 25 most influential public lawyers in California.
