About Samantha Luffy, Mph

I am thrilled to join Funders of LGBTQ Issues (FLGBTQI) as the Director of Research! In this role, I lead the organization's research efforts that support FLGBTQI's mission to educate and organize funders, as well as support power-building for the liberation of all queer communities. Prior to joining FLGBTQI, I was Director of Research at PAI where I led research translation and amplification efforts from the global to regional and national levels to promote sexual and reproductive health and rights (SRHR) and advance the organization’s U.S. and global advocacy with partners and coalitions. Before PAI, I was the Policy Research Officer at Fòs Feminista (formerly CHANGE) where I managed critical policy research projects to advance the organization’s global sexual and reproductive health, rights, and justice advocacy agenda, including projects related to abortion, gender equality, climate change, HIV/AIDS, family planning, maternal and child health, integrated service delivery, and gender transformative interventions. I designed and led dynamic policy research projects and completed the annual grading process for the Sexual and Reproductive Health and Rights Index (srhrindex.srhrforall.org), which critically assesses the U.S. government’s global health policies and funding that impact SRHR and measures its performance by grading it annually. I have documented the impacts of U.S. foreign policies and monitored the implementation of global health programs both as a researcher and global civil society advocate. My research has been used to improve technical guidance related to U.S. global health programs and has increased Congressional oversight of the implementation of U.S. foreign policies, such as the Global Gag Rule, by U.S. government agencies.Before joining Fòs Feminista, I was a Program Analyst within the Office of HIV/AIDS Research Division at the U.S. Agency for International Development (USAID) where I provided technical, programmatic, grants management, and operational support to awards across three portfolios: HIV vaccine research & development, microbicide product introduction (particularly oral PrEP), and antiretroviral therapy optimization research. I hold a Master’s in Public Health in global health and human rights from Emory University and a Bachelor’s of Science in Biology and Chemistry from the University of Mary Washington. During my master's program, I studied gender-based violence and abortion in Nicaragua.
