Assigned to effect the turnover of the mission to the Gov. of Iraq. Largest Navy command on the ground in Iraq. Developed and implemented an Information Operations (PR) campaign to reassure the both the ICOs and detainees about the turnover. (Sunni vs Shia apprehension) Plan was effective and supported USF-I theater IO campaign; USF-I J3 approved, presented it to DCG DO and briefed to USF-I. Successfully executed the turnover of 4000 detainees to our Iraqi friends, something never before done in the history of warfare.
