CNO selected as CO Navy Provisional Detainee Battalion forward deployed to Taji, Iraq. CEO with direct authority and oversight of 466 Sailors, Soldiers and 1500+ Iraqi Corrections Officers (ICO) providing all aspects of security, facility management, logistics, convoys through hostile countryside, defense forces and operating a Theater Interment Facility Reconciliation Center (TIFRC) holding over 4,000 violent insurgent detainees at a forward operating base (FOB) in Central Iraq. Assigned to effect the turnover of the mission to the Gov. of Iraq. Largest Navy command on the ground in Iraq. Developed and implemented an Information Operations (PR) campaign to reassure the both the ICOs and detainees about the turnover. (Sunni vs Shia apprehension) Plan was effective and supported USF-I theater IO campaign; USF-I J3 approved, presented it to DCG DO and briefed to USF-I. Successfully executed the turnover of 4000 detainees to our Iraqi friends, something never before done in the history of warfare.

CEO and COO, directly supervising and mentoring 8 Department Heads and Program Managers consisting of Junior Officer, Senior Enlisted, midgrade civilians in the accomplishment of their assigned responsibilities. Directly and fully responsible for production, training, equipping, qualifications and management of 225 junior military field recruiters spanning 98,000 square miles (La., Ms., Al. and Fl. Panhandle), 49 recruiting stations, 155 Government Owned Vehicles. Recruited Active and Reserve, Officer and Enlisted candidates. Arrived in NOLA 6 months after Hurricane Katrina and reestablished Navy Recruiting in the Gulf region. Took an historically failing command and turned it into an extremely successful command (#3 of 26 in the country, despite being the smallest NRD). Best production in history of command (despite Katrina aftermath) highest NRD sailor retention and advancement rates in country. $6.5 m operating budget, $650K advertising budget (mail outs, fliers, radio, TV, billboard, contracts with NBA Hornets and USN Mardi Gras float) highest contract to advertising dollar ratio in country.
