Provide direction and oversight of multiple, complex large-scale information technology projects in various stages of development and implementation with budgets of over 400 Million dollars for the Department for Medicaid Services. Including:• MMIS, MWMA, MPPA, PBM, Kentucky Medicaid Electronic Health Record Incentive Program, DSS, MEMS project, EVV project and T-MSIS reporting. Responsibilities include: • Account management to the Department for Medicaid Services for multiple applications and contracts.• Provide leadership and make key strategic decisions for the Division.• Maintain and manage vendor relationships and ensure vendor compliance to contract timelines, terms and conditions, product quality and service level agreements. • Coach project teams to understand all aspects of the prime contract objectives relating to their respective responsibilities. Oversee waterfall, agile and hybrid project management methodologies. • Mitigate risk by managing issue resolution and issue escalation. • Strengthen application security via coordinated security assessments and code reviews.• Coordinate activities with federal and state agencies in areas of IT project development standards, policy, data security, data privacy and financial management. • Write, review and/or approve vendor invoices, change requests, Statements of Work and Requests for Proposals and ensure they follow state and federal guidelines while negotiating best possible pricing.• Write, review and/or approve Advanced Planning Documents to ensure Medicaid maintains federal funding for operational systems and upcoming projects. • Implemented Division wide status reporting, document review standards and desk level reference guides. • Ensure compliance with state and federal regulations including Medicaid Information Technology Architecture (MITA).• Involve Independent Verification and Validation on projects as directed by CMS.

Instrumental in implementing a new Medicaid Eligibility and Enrollment Solution and served as the Eligibility Operations Manager from 2013 until June of 2015 and Business Solutions Coordinator during development.Responsibilities include: • Review state and federal laws, regulations and guidance to prepare and provide input to business partners and vendors to maintain compliance. • Lead/Attend Joint Application Design meetings to provide guidance to vendors on federal and state laws and help design an efficient and flexible system that meets stakeholder needs. • Provide Commonwealth Project Management and Vendor Management services for the following areas of application design, development and implementation: Business Intelligence, Worker Portal, Document Management, Data Conversion, Training, Business Continuity/Disaster Recovery, and Interfaces.• Review design documents to ensure compliance with business requirements.• Liaison between vendors and the Department for Medicaid Services, Kentucky Office of the Health Benefit and Information Exchange and the Department for Community Based Services. • Collaborate with the technical team to be aware of CHFS IT strategic direction and long-term Cabinet goals including architecture, software/hardware platforms, and application design.• Coordinate the training needs of our business partners with our vendor for on-site training, job aids, release notes, training videos and computer-based training. • Participate in the drafting and review process of Advanced Planning Documents.• Coordinate overall project schedule with vendor and state leadership to ensure project success. • Participated in Federal and State Audits of Eligibility and Enrollment Solution.• Direct a team of 11 production support members. Performed system analysis, lead testing efforts across multiple eligibility programs and functioned as an associate project manager for larger implementation projects on the KAMES IBM Mainframe solution prior to the implementation of the new Eligibility and Enrollment Solution. Responsibilities Include:• Lead tester for the following Mainframe systems: KAMES, SDX, and KCD. As well as Document Management (ECF), e-Forms, OTIS, ISEP and multiple databases associated with these systems. • Identify, analyze and test system defects and changes. • Coordinated testing efforts for multiple large change requests including: The Governor's Managed Care Initiative, Exparte & Extended Managed Care and OTIS integration. • Provided batch support for SDX Demo environment.• Key tester for our annual disaster recovery test. • Provide resolutions and recommendations to assure compliance with state and federal laws. • Prepare and maintain system documentation that all system changes tested correctly before being moved to a production environment. • Facilitate problem resolution and serve as a resource in evaluating systems. • Submit detailed specifications and edits for system modifications as they relate to automated systems.• Evaluate statistical and technical data to determine problem areas and recommend modifications for system process.• Perform Supervisor's duties in her absence.• Create work related tools that are used for reference.• Provide estimates on hours on upcoming projects as it relates to testing.• Conduct training of new employees and also provide database training to other employees.

Determine eligibility for the Supplemental Nutrition Assistance Program and Family Medical ProgramsResponsibilities include:• Interview clients and process applications timely and accurately in order to determine client eligibility.• Make collateral contacts with various organizations and employers to validate information.• Answer inquiries from clients regarding their cases.• Review policy clarifications to remain up to date on federal regulations.• Utilize various computer programs to aid in processing applications.
