Provide strategic HR leadership and consultation, within an assigned functional group, to executives and managers enabling them to make informed business decisions while working closely with clients to ensure the organization is well positioned to execute strategies and deliver results. Day-to-day contact for the business unit in addressing employee relations issues, garnering resources and support, and for the timely resolution of all matters. Possess strong business acumen and deep HR functional knowledge that will help guide the formulation of policies, develop effective people related strategies and innovative solutions that meet business needs.

Manage the development of specifications, and procurement for the agency's full line of commercial insurance. Operate the self-insured workers compensation program, ensuring compliance with all State requirements. Manage the self-insured retention general liability and automobile liability claims programs, setting proper reserves, investigating, negotiating and settling of large claims.Work with outside and in house legal counsel on litigated claims, assist with discovery response, attend trials, hearing and mediations.Develop, and implement risk management policies and procedures to include loss control initiatives and loss prevention. Manage internal service fund allocations for expenses generated by various budget centers for their portion of the related cost of risk.Coordinate property loss matters with insurers; work with appropriate staff on loss recovery, loss mitigation and adjusting. Manage the full line of employee disability program, including FMLA, short term and long term disability.Assist with implementation and management of employee benefits program.
