His clients have ranged from federal departments such as the Department of Defense and the National Renewable Energy Lab, to major local organizations such as the Metro Wastewater Reclamation District in Denver and the City and County of Honolulu, to giant corporations like MillerCoors and BNSF Railroad. Stéphane also managed HDR's office in Canada's capital, Ottawa, ON.

First, set the pricing and analyzed the profitability for the highly complex multi-million dollar voice and data network contracts Bell Canada entered into with it’s largest national clients. Second, prepared Bell Canada’s submissions to the Canadian Radio-television and Telecommunications Commission (CRTC) on various high profile regulatory issues and harmonized the responses of various partner telecommunications companies.
