Perform duties as Capital Planning and Investment Control (CPIC) Administrator for the agency’s 33 investments related to IT strategic and operational planning and analysis of FSA’s IT services with a total FY 2014 expenditure of $ 412.3 M; prepare draft written materials and talking points for senior management; Prepare program materials for project managers on capital planning and development of business cases, and is responsible for tracking and reporting on staff progress. Interpret and apply IT legislation and regulations for capital planning purposes and to ensure the Department's business requirements are in compliance with IT and capital planning policies and regulations. Consistently keeps the agency in a ‘Green’ CIO rating score of 4 out of 5 or higher throughout the budget year.Coordinate with FSA counterparts for budget planning and implementation and make recommendations on budget priorities; guide the preparation of FSA’s IT Capital Asset Plans, including the submission of OMB Exhibit 53s and Exhibit 300s and support the Department's capital planning process; and assist in the preparation and evaluation of yearly budget request business cases.Produce IT capital asset plan and other documents to support an IT program budget request.Apply knowledge of the organization's mission and functions, and how its social, political, and technological systems work and operates effectively within them;Advise and coordinate IT Capital Investment activities and provide staff support using collaborative software such as DECISION LENS.Ability to make decisions that involve major uncertainties with regard to the most effective approach or methodology to be applied.Extensive experience in the use of the Clinger-Cohen Act, the E-Government Act of 2002, OMB Circular A11, Part 7, and relevant governance boards for application of capital planning and regulations and policies to FSA business requirements.
