Interprets federal and state and/or international regulations as they apply to products, financial processes, and other processes, practices and procedures. Responsible for coordinating subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions. Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and services. Prepares bid packages, conducts bidders' conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts. Negotiates and coordinates additions, deletions, or modifications to subcontracts. Participates with contracts administration and purchasing to develop subcontract policies and procedures.

Manage major subsystem suppliers for commercial and FMS contracts for all program phases including pre-award, development, production, and support. Develop subcontract specifications, statements of work, and terms and conditions for the procurement of specialized materials, equipment and services. Prepare requests for proposals. Analyze, evaluate and negotiate subcontracts. Administer and manage resulting subcontracts. Coordinate with internal customers and suppliers to support all requirements, including production, flight test, and fielded aircraft. Contribute to the development of subcontract policies and procedures. Review other team member’s subcontracts to ensure compliance with LM Policies and Procedures. Train/mentor new employees, including interns. Build and maintain effective relationships.

Responsible for all aspects of placing purchase orders in accordance with LM Policies and Procedures and assuring the contract is fulfilled. Assist in major subsystem negotiations including price/cost analysis. Perform subcontract management activities for the F-16 Block 60 and F-35 Programs. Develop time-management and multi-tasking skills. Develop knowledge of MRP, including PMS/PIOS. Develop knowledge of LMAPs, FAR/DFAR and various contract types.
