Leading and supporting innovative energy resilience projects for the Department of the Air Force, including geothermal prototypes and the nuclear micro-reactor pilot program.

Project Manager for the Defense Health Agency (formerly Army MEDCOM) Sustainability and Environmental Program support contract. Led project team of sustainability and environmental compliance experts conducting sustainability training and workshops, annual data calls, compliance assessments, managing environmental compliance budget, and building awareness of sustainability across DHA.Separately, worked as a key team member supporting Air Force and Army energy resilience and sustainability programs. Supported innovative efforts such as the Eielson AFF nuclear micro-reactor pilot program spearheaded by SAF/IEE and Energy-as-a-Service (EaaS) pilots.

Onsite project manager, policy analyst, and consultant at the Army Office of Energy Initiatives (OEI). Developed large-scale renewable and alternative energy project concepts at U.S. Army installations. Supported policy analysis and development to advance renewable energy in the military. In previous role within this office, managed 3-5 project opportunities totaling over 100 megawatts (MW) of potential generation at any given time. Oversaw the National Environmental Policy Act (NEPA) process for each project and coordinated with installation leadership to obtain project concept approval and ensure compatibility with mission requirements. Managed project milestones for technical and financial project staff and coordinated interaction between the OEI, the installations, subcontractor personnel, utility partners, and other stakeholders.Accomplishments:• Developed multiple office-wide standard operating procedures for reaching key milestones in project development process including post-award project administration.• Facilitated progress of multiple renewable energy projects from initial validation stages and internal approvals to solicitation and acquisition. Planned and executed Industry Days and answered hundreds of questions from industry representatives.• Participated in development and reviews of NEPA assessments for OEI projects, reviewing DOPAAs on OEI's behalf, providing technical input, assisting with stakeholder coordination, and facilitating senior leadership review and signature processes.• Assisted in consultation with the U.S. Fish and Wildlife Service (USFWS) on threatened and endangered species concerns. • Prepared and coordinated multiple information briefings and ‘short-fuse’ responses to Congressional requests for information on behalf of senior Army leadership.• Developed major solicitations (RFPs) for several projects in coordination with DLA Energy.

Managed a support contract for the Department of Defense (DoD) Natural Resources Program from August through December 2014. Provided subcontractor oversight; prepared, reviewed, and submitted deliverables; managed project schedule, and assisted in development of numerous inter-agency guidance documents. Achievements:• Developed a draft guidance document on streamlining the review process for Integrated Natural Resources Management Plan (INRMP) updates in coordination with USFWS.• Assisted in development of an Endangered Species Act (ESA) online training course for DoD Natural Resources Managers.

Project manager, consultant, and key technical staff member supporting green product evaluation and demonstration efforts, proposal development, and specialized environmental research projects:Conducted technical evaluations of commercially available bio-based products for the defense aviation supply center and compared products’ capabilities to applicable military specifications. Green product evaluation efforts resulted in the assignment of new National Stock Numbers for bio-based lubricants.Managed a project for the Army Environmental Policy Institute that analyzed potential contributors to regional instability. Conducted extensive research and oversaw completion of the final report, including statistical analysis of quantitative data on the effects of environmental factors on fragility indices. Project stakeholders included the U.S. Agency for International Development.Supported proposal development and drafted substantial sections of winning proposals.

Environmental consultant providing support to Air Force environmental programs and DoD conservation initiatives.• Task Lead on a conservation project for the gopher tortoise led by DoD to develop a Candidate Conservation Agreement (CCA) with the U.S. Fish and Wildlife Service. • Assisted in initial research, subcontractor oversight, and development of public relations material for a project to develop a toolkit on non-native invasive species for natural resource managers at DoD installations.• Provided expert consulting on green procurement policy to the Air Force to implement newer, more stringent Federal requirements. • Assisted and enabled the execution of multiple client workshops, meetings, and conferences through development of materials and meeting minutes, planning and logistics support, and onsite staff coordination.Achievements:• Successfully completed the CCA document with signatures from all parties through a partnership between federal and state agencies, nongovernmental conservation groups, and the military Services.• Co-led development of an online Air Force green procurement training course in Spring 2007 for use by all Air Force personnel involved in procurement and contracting.• Co-author of two major Air Force environmental policy revisions. Drafted multiple chapters of text and managed distribution and adjudication of thousands of comments through formal staffing processes for subsequent adoption.• Planned and executed a multi-day workshop for Air Force environmental restoration personnel consisting of over 200 uniformed and civilian attendees in June 2007.

Assisted local small businesses with environmental compliance issues and energy savings efforts. Resulted in long-term cost savings for several local businesses in addition to healthier and greener working conditions.
