Coordinated departmental reforms, including in public safety, information technology, solid waste disposal, and recreation, resulting in changes like a shift to community-based policing and annual trash collection savings of $2.3 million. Launched and directed SomerStat, the City’s departmental supervision system that uses regular meetings, data monitoring, and project management to improve City functions.• Finance: Developed annual municipal budget proposal by reviewing departmental requests, matching projected revenues to expenses, and presenting budget before City Council.• Personnel: Assisted Personnel and Law Departments in evaluating collective bargaining priorities and analyzing financial implications of possible settlements. • Established and managed MassStat and subsequently School StatNet coalitions as initiatives of the Collins Center. Projects brought together municipalities and districts to discuss data, operational practices, and approaches to performance management, and were funded by Governor’s Municipal Innovation Challenge Grant. • Conducted operations consulting for municipalities and districts, including Woburn, Amesbury, and Chelsea, and communities in Connecticut. Led performance management training programs.

Boston

• Supported command staff with use of data to determine strategies and policies relating to reduction in racial profiling in traffic stops, improvement in deployment and shift staffing models, improvement in systems of evidence handling, and efforts to reduce robberies and burglaries. • Worked with Youth Violence Task Force to solicit data-sharing partnership with Boston Public Schools.

New York Ciity

• Partnered with researchers from University of Chicago to execute contract with New York City’s Administration for Children’s Services for development of web-based decision support software, called StarDat. Software helped City and 45 of its providers analyze administrative data to understand progress on multi-year reform initiative. • With partners, secured additional support for StarDat project from Annie E. Casey Foundation, Public/Private Ventures, and Harvard Business School Social Enterprise Initiative. • Also supported maintenance of Multi-State Foster Care Data Archive, housed at Chapin Hall Center for Children, which consolidated administrative data from 12 states.

Americus, Georgia

• Managed staff of 10 in provision of housing, youth, and childcare programs under contract with State of Georgia and Sumter County. Programs served 150 children and adults from low-income communities. • Assisted two successive directors with design of management systems, including accounting, employee evaluation, benefits, and maintenance planning for 1,500-acre property and $3 million physical plant. • Designed database to automate 25,000 donor records and integrated system with mail-order business customer base. Recruited and supervised 20 full-time volunteers.

• Taught 30-hour/week class for 25 homeless women under Federal Even Start Family Literacy contract. • Supported interpretation of funding guidelines and development of curriculum.
