As Director, he oversaw all stages of the NASA Marshall Center’s contracting process, including proposal solicitation, proposal evaluation, contract negotiations, and contract management, both at the Marshall Space Flight Center and at associated contractor facilities. As manager of all procurement activities for the Marshall Center, Mr. Beale oversaw 130 civil service and 40 contract employees and supervised more than 900 active contracts, grants and cooperative agreements valued at more than $31 billion. He assumed his position in 1997.
