Mr. Carney has nearly 40 years of professional experience in environmental design, monitoring, analysis, and management in Colorado, Connecticut, Florida, Mississippi, New York, Oklahoma, Pennsylvania, South Carolina, Tennessee, Texas, Mexico, and the Caribbean. However, his major emphasis has been south Florida. Project work has included coastal marine fisheries; sea turtle stock assessment; an American crocodile population study that ranged from Turkey Point in south Miami-Dade County to Florida Bay; burrowing owl relocations; capture and relocation of native fish and other water related fauna for such clients as Miami-Dade Aviation Department and Biscayne National Park; Environmental Impact Statements for US1 from Florida City to Key Largo; mammal population studies in the Model Lands area of south Miami-Dade County; health and safety issues; hazard waste/material assessment, design, remediation, and management; and environmental risk management.Most recently, Mr. Carney has focused on providing: wetland delineation and impact assessment; dredge and fill permitting; mitigation planning; habitat restoration; benthic monitoring to assess habitat health and permit compliance; mitigation construction management; project feasibility studies; development of environmental protection plans; FDOT PD&E studies; protected species consultations; and expert witness services.
