Provide environment inspection service for natural gas pipeline construction and maintenance projects.

Steve Elbert was a Senior Analyst with Merjent, Inc. until his retirement in 2016. He had 28 years of environmental consulting experience in the natural gas, natural gas liquids and petroleum pipeline industries. He has managed interstate and intrastate natural gas pipeline projects, as well as liquids, refined products, and crude petroleum expansion and maintenance projects. His experience involved a number of federal, state, and local agencies, including the Bureau of Land Management (BLM), U.S. National Forest Service (NFS), Federal Regulatory Energy Commission (FERC), National Park Service (NPS), U.S. Army Corps of Engineers (COE), and U.S. Fish and Wildlife Service (USFWS). Mr. Elbert worked with numerous state departments of natural resources and environmental quality and/or management, and pollution control agencies. Mr. Elbert prepared resource sections for Environmental Impact Statements (EIS), Environmental Assessments (EA), Environmental Assessment Worksheets, Federal Energy Regularity Commission Section 7c applications, Biological Assessments (BA), Plans of Development (POD), and other National Environmental Policy Act-mandated compliance documents. Mr. Elbert also acted as an on-site Environmental Compliance Manager and as a Lead Environmental Inspector during pipeline construction in 13 states involving more than 2,600 miles of right-of-way. He has also acted as an Environmental Compliance Monitor on behalf of the FERC.
