Stephen has practiced law for over 35 years and is recognized as one of the top lawyers in Florida by Florida Trend “Legal Elite”, Florida "Super Lawyers", and Best Lawyers in America. Stephen is a seasoned, Florida-based attorney specializing in administrative and civil litigation. He has enjoyed an AV® Peer Review Rating by Martindale-Hubbell for over 20 years. Stephen has extensive experience in a broad range of administrative litigation, including bid protests, rule challenges and certificate of need hearings. He also represents corporate, non-profit, and government clients in civil litigation, including contract disputes and cases involving state and federal constitutional issues. In addition to his litigation practice, Stephen is the outside general counsel for the Florida Conference of Catholic Bishops and recently served as the Chair of the Administrative Law Section of the Florida Bar. Stephen comes from a family of lawyers, including his father, three brothers, two sisters-in-law, and his son. Outside of the office, Stephen enjoys craft IPAs, playing tennis with his family, and cheering for the Fighting Irish.
