- Managed cost, schedule and performance and executed over $580 million for the development and procurement of more than a dozen protective equipment product lines across more than 20 equipment producers, resulting in the procurement and fielding of the first suite of hard and soft body armor designed to account for female and small stature soldiers and improved mobility and survivability for all soldiers. - Led an initiative across multiple stakeholder organizations to reduce duplicative requirements, resulting in the development and adoption of a modified Modular Scaleable Vest to replace aging law enforcement vests in lieu of a new program and at a savings of $10 million and a reduction of two years development time.- Engaged stakeholders across the joint services to expand adoption of the Soldier Protection System and the Modular Scaleable Vest – Law Enforcement by the United States Air Force, reducing costs and procurement overhead for both services and creating commonality in the sustainment system.- Planned and managed the iterative development of the Next Generation Advanced Bomb Suit, the first to incorporate 360-degree protection throughout and rifle-level threat protection into the head and torso, through thousands of hours of realistic user evaluations, transforming a suit with poor soldier acceptance into a suit soldiers are eager to use immediately. - Managed a multi-organization Integrated Process Team to develop test and qualification processes to convert outdated soft armor into the newest format, resulting in the retrofit of 150K legacy vests into the improved Modular Scaleable Vest form factor, extending the useful life of older generation vests and avoiding wasteful demilitarization, while providing soldiers who are not yet scheduled to receive the MSV with greater mobility and survivability.

- Advised senior Army leadership at the 2-star to 4-star level on the budgeting and execution of over $30B annually in Research, Development and Acquisition funding across all Army Program Executive Offices, resulting in improved capability to make informed decisions on reallocation of funding across programs and Program Executive Offices to meet emergent needs in the budget year and year of execution.- Streamlined budget activities across the fiscal year by developing standardized products and processes for each of the Department of Defense and Department of the Army annual funding data collections, minimizing Army review timelines and ensuring that Program Executive Offices and their subordinate program offices were afforded maximum time to develop effective responses to protect their funding and effective use of limited resources.- Coordinated year of execution funding activities across the Army Staff and Secretariats and the Office of the Secretary of Defense staffs to ensure maximum effective use of Army funds, avoiding loss of funds to other services and maintaining maximum Total Obligation Authority for Army modernization efforts. In one year, efforts resulted in reducing the Army rephasing bill from approximately $8B to less than $300M.

- Advised the Army Acquisition Executive and Program Executive Officer Missiles and Space on the cost, schedule, risk, political, economic and technical issues affecting three Acquisition Category I programs, two Acquisition Category II programs, and multiple sustainment and modification programs, resulting in the ability of these senior Army leaders to make timely, informed and strategic decisions on the course of these programs. - Coordinated the staffing and approval processes for program and Milestone decisions across the Department of the Army and Office of the Secretary of Defense staffs to gain acquisition plan acceptance and concurrences from all stakeholders and to achieve two successful Milestone decisions for ACAT ID and ACAT IC programs. - Managed and coordinated across Program Executive Office, Department of the Army, and Office of the Secretary of Defense staffs for the Planning, Programing, Budgeting and Execution of all program funding, including defending the relevant President’s Budget submissions before HASC, SASC, HAC-D and SAC-D professional staff members, resulting in full funding of $620M for Long Range Fires systems and $250M for Air and Missile Defense systems.

- Served as an Assistant Program Manager on the Long Endurance Multi-Intelligence Vehicle Program, developing a first-of-kind, hybrid air vehicle and intelligence, surveillance, and reconnaissance platform with a contract value of $332 million. - Led deployment and supportability efforts across a 110-person organization of military, government civilian and contractor personnel, including coordination with internal government teams, operational/logistics teams, external stakeholders, and prime contractors.- Developed end-to-end system deployment, manning considerations, sparing concepts, and all other aspects of life-cycle logistics and CONUS and OCONUS supportability. - Managed cost, schedule, and performance planning related to system deployment and supportability.
