Overall responsibility for managing, co-ordinating and administering of the Company proposal effort on all selected proposals, from the BID / NO BID approval cycle through to submittal of the BID to the Client, incorporating pre-qualification, pre-bid stages of definition, planning, engineering, procurement, construction and start-up including operation and maintenance requirements, risk assessment, estimating and interpretation and clarification with others contractual, commercial and technical terms and conditions and required deliverables in compliance with ITT/RFP. Review Client ITT Package; prepare Bid Synopsis/Responsibility Matrix. Development of the proposals strategy for the tender to meet Clients requirements. Define supply chain principles/procurement strategy. Provide support in developing and arranging presentations to clients in relation to Proposals and Pre-qualifications. Lead a group of engineers dealing with preparation of base cost estimates, technical, commercial and contractual aspects of the tender. Prepare cost estimates of required resources, direct and indirect costs and works out construction methodologies and subcontracting needs  Ensure clear definition of the Technical inputs requested from various disciplines within the organisation (Engineering, Operations, Safety, QC, etc.).  Review of Contract terms and conditions, Implement and ensures compliance with administration of the Contract  Manage pre tender and post tender discussions / clarification with clients / sub contractors  Review proposal cost summary and lead presentation of proposal to senior management for review / approval. Ensure client contact, including working relationships is maintained throughout duration of the proposal. Participates in negotiations with clients and effective post award hand over
