Assessed the economy of Somalia and opportunities to encourage recovery and growth as a new government gets on its feet following civil war and famine. Created a training, testing and professional certification program for economic development professionals in the fields of financial sector development, trade and FDI, commercial law and investment climate, enterprise development, and macro-economic policy and management.Developed enterprise development component of "Economic Growth in Post-Conflict Countries" course. Delivered course annually to donors, NGOs and military forces.Coordinated technical advisory support to 60 junior economic growth officers worldwide.

Developed economic growth strategies for USAID assistance to Vietnam, Kosovo and Pakistan.Redesigned U.S. economic growth projects in Pakistan to support agricultural development and counterinsurgency goals.Designed a business enabling environment project for USAID/Kosovo to broaden access to finance, increase the GOK's ability to negotiate and participate in trade agreements, and increase the transparency of government procurement.

Served as head of practice for the economic development component of USAID assistance to developing and transition countries.Built and led an office of 36 professionals providing technical leadership to USAID in the field of economic growth including strategy, knowledge management, and support services to programs in 73 countries.Directed development of assistance strategies including USAID's "Strategy for Economic Growth", "Trade Capacity Building Strategy", and "Guide to Economic Growth in Post-Conflict Countries". Developed best practice guides for pro-poor growth and enterprise development programs and a primer on foreign direct investment "Putting FDI to Work in Developing Countries".Led USAID's participation in trade capacity building components of Doha Round trade negotiations. Delegate to WTO Ministerial meetings in Mexico and Hong Kong.Directed development of seven-week economic development training program that trained over 2,100 participants through 2008.Directed the development of $9.0 billion in Indefinite Quantity Contracts.Re-established position of Chief Economist of USAID and recruited Dr. Arnold Harberger for the position.

Directed USAID's economic growth assistance and let the US Government's economic reform dialog with governments of Ukraine and Moldova following the collapse of the Soviet Union.Developed a 24-person office to program and deliver to the three countries of the region $100 million annually in assistance for fiscal reform, tax administration, enterprise and land privatization, financial market development, agriculture and agribusiness partnerships, regulatory reform and administrative streamlining, competition policy, Customs reform and WTO accession.

Led a 10-person office supporting inclusive economic development in Sri Lanka during the Tamil Tiger and JVP insurgencies. $50 million portfolio included strengthening land tenure, development of small scale agriculture and agribusiness, privatization of state enterprises, financial sector deepening, technology transfer and, with the Harvard Institute for International Development, reforms to Customs administration, investment promotion initiatives, and mining law.
