About Stephen Harper

2024 marks four decades since I commenced my maritime legal career with Mallesons in Melbourne, Australia as an Articled Clerk. My passion for ships, the business of shipping and maritime law remains as strong as it ever was and has guided me throughout my career. I have been fortunate to have worked in several jurisdictions namely Australia, England, Greece and Singapore and to have been involved in a number of reported maritime cases in both Australia and England and with investigating major casualties in Australasia including KIRKI (1991) and IRON BARON (1995). My twenty five years in private legal practice included partner roles at Mallesons Stephen Jaques and Norton White in Australia. In my capacity as a Royal Australian Navy Reserve Legal Officer, I was privileged to be part of the Counsel Assisting Team during the Sea King Board of Inquiry in 2005 and then with the HMAS SYDNEY II Commission of Inquiry in 2008. I joined BW in 2014 as General Counsel of BW LPG and in 2016 was appointed as Head of Legal – Shipping for the BW Group. I play an active role in the shipping community through my involvement with BIMCO on charterparty revision subcommittees (GENCON, ASBAGASVOY and ASBATANKVOY) , the Maritime Anti-Corruption Network (MACN) and as Director of Nordisk Defence Club (Nordisk Skibsrederforening) in Singapore. I am an Associate Fellow of the Nautical Institute.
