Stephen Lowsley MSc is a Programme Delay Expert and specialises in providing advice and/or opinion in respect of time related construction disputes. Stephen has over 40 years experience in the construction industry and has been involved with projects both in the UK and overseas. During this period Stephen has mainly worked as a construction planner / programmer, being involved with a wide range of diverse construction projects. Over the last 15-18 years Stephen has focussed on dispute related works and has been instructed as expert on numerous occasions in respect of Arbitration, Litigation, Adjudication and Mediation.Stephen is the co-author of 'About Time Delay Analysis in Construction' published by the RICS, contributes to various web based publications and regularly provides talks relating to delay analysis, programming and associated topics.
