Monitoring and Evaluation ConsultantSiaya Water and Sanitation ProjectDuties and Responsibilities• Monitoring and evaluation of the Siaya Water and Sanitation Project. A project under the Public Owned Private Managed model (POPM) was implemented through a partnership with the Siaya county government, Dorcas Aid International, Communities, and Maji Milele Ltd (private operator).• Evaluation of the effectiveness of the POPM model.• Evaluation of the Maji Milele Ltd business case.• Assess the processes and achievements to draw lessons that will inform the development of future programming.

SNV Kenya (EDE-CPIRA Project): February 2023 to June 2024Duties and Responsibilities• Capacity building the management of small-scale water systems in Water Sector Laws and regulations.• Preparing the stakeholders to sign Public Private Community Partnerships (PPCPs). • Engaging water stakeholders from the eight target counties on roles and responsibilities for sustainable partnerships for water service delivery.• Supporting the small-scale water systems in establishing a reporting framework for their performance. • Sensitizing communities in value for paying for water, water quality, water-borne diseases, the economic cost of consuming unsafe water, etc.• Support the small-scale water systems in developing a business case for enhancing sustainability.• Providing the small-scale water systems with private sector linkages that support or complement public-private community partnership models.• Promoting enterprise development initiatives that improve community water system's operational functionality and improve the resilience of water users to climatic shocks.

• Capacity building civil servants with knowledge and skills in monitoring and evaluation(M&E); • Development of M&E policy, M&E frameworks and plans for the ministries, departments and agencies (MDA’s);• Developing of TORs for monitoring and evaluation tasks to be carried out by external consulting firms; • Reviewing monitoring and evaluation methods, carrying out training needs analysis, designing monitoring and evaluation tools and providing monitoring and evaluation technical assistance;• Planning and designing of evaluations and assessments;• Development of quality control of monitoring and evaluation outputs, design and methodology, data collection methods and protocols, data verification techniques , and other technical evaluation and analytical tasks conducted; • Developing and maintaining a monitoring and evaluation database for the programs and contribute to the maintenance of a database; and• Assist the staff in preparation of monitoring and evaluation reports.

• Teaching and managing learning activities in the department of entrepreneurship and other departments in the university;• Weekly class planning, tutorial delivery, lecture delivery, preparation of class/online assessments; • Developing and preparing curricula, course plans, learning materials, assignments, activities and assessments for student learning; and• Undertaking monitoring and assessment of students’ course work, project work and examinations.

• Providing the highest quality teaching, learning and assessment to learners using the most appropriate and innovative methods;• Producing quality learning and assessment materials and assignments and use the most up to date and appropriate resources to support learning and assessment;• Undertaking formal assessment of learner achievement and offer clear and timely feedback on progress and opportunities for progression to learners;• Ensure the smooth running of courses, including timely and accurate completion of student attendance records, retention and achievement records, maintaining excellent classroom management and student discipline whilst observing university regulations;• Carrying out a full evaluation of the course programme; maintain the course file, support the effective use of student surveys, complete the course review documentation as required and act upon recommendations for course improvement as part of the quality system;• Contribute to curriculum development and establishing a culture of continuous improvement and innovation; and• Attend departmental, school and faculty meetings and external meetings as required.

• Preparing and carrying out teaching duties which meet the requirements of the course syllabus, teaching programme, lesson objectives and assessment procedures for the classes allocated in the timetable; • Preparing and administering tests and other assessment material relevant to the courses and their curriculum; • Maintaining all class records, including notification of absence;• Acting as personal tutor to students;• Undertaking curriculum development activities and to participate in the staff development programme as required; and • Participating in the monitoring, review and evaluation of courses as within the programme area in line with the university quality procedures.
