I manage a team of 8, with a budget in excess of £1.25 million, responsible for the design, supervision and maintenance of all traffic control assets within the authority. This comprises approximately 280 installations, a SCOOT based UTC system, UTMC common database, ANPR, Bluetooth JTMS, and CCTV utilising a range of communication methods including a long range wireless network.Developed the Traffic Control team to its current levels through a combination of recruitment and staff development.Successfully implemented a commercial design function, providing services to both internal and external clients without the need for additional resource. This has generated revenue effectively offsetting the cost of two staff member's salaries.Designed, procured and project managed an ANPR Journey Time Monitoring System (JTMS) covering Taunton.Arranged a trial and subsequent roll out of a Bluetooth JTMS system covering a large part of Somerset's Strategic network at a fraction of the cost of an equivalent ANPR system.Project managed the purchase and installation of a UTMC common database integrating UTC, ANPR JTMS, Confirm (Street works), Bluetooth JTMS, and CCTV and other systems. Implemented the roll out of a long range wireless network covering installations across Somerset to replace existing leased lines.Instigated the development with NAL Ltd of a temporary signal controller base to allow the easy use of permanent signal equipment in place of temporary signals for long term schemes.

I was responsible for managing development control liaison including technical and safety audits of proposed schemes followed by supervision during construction of approved schemes through to factory and site acceptance testing. I also managed and maintained the SCOOT UTC system which covers 4 urban areas within Somerset.Jointly developed a design and installation guidance document to aid designers of development schemes in Somerset. This also had the benefit of reducing input required by the Traffic Control team.Updated and provided ongoing SCOOT system model refinement, i.e. plan writing, database updates and validation of the system.Introduced new UTMC communication technology with a view to the future addition of a common UTMC database and reduced communication costs.Forged close working relationships with the authority's development control team leading to input in auditing of transport assessments thus ensuring the viability of proposed mitigation schemes or the refusal of inappropriate ones.
