Consultant to Korean EPC firm working on a multibillion dollar hydrocracker plant. This was my second tenure with this company as site contract manager processing change orders, additional payments, preparing claims, disputing and resolving these.

Principal duties relate to corporate review of Terms & Conditions for large-scale EPC bids, proposals, contracts, and changes/claims pertaining primarily to the O&G sector services. As part of the legal department's risk management team, I provide expert assistance as assigned for various global entitites and projects. Note: Followed my previous boss from Exterran and Al Suwaidi to this assignment.

Global Contracts Manager for Eastern Hemisphere, North America and Latin America, responsible for complete oversight of major EPC contracts in the O&G sector, providing expert leadership with Subcontracts, Change Management, commercial issues including insurance and risk, claims development, reporting and tracking, and negotiating disputes generated by complex technical issues related to Engineering, Pre-Commissioning, Commissioning, and Hand-over. Followed previous boss from Al Suwaidi to this position.

Rejoined Hill as Senior Contracts Manager but on the PMC side; responsible for management of consultancy, site supervisory, and Civil EPC construction contracts on the US$10 billion KAFD project in Riyadh (now completed). Job was cut short due to now-resolved medical reasons.

Primary interface with Daelim (Korea) and Saudi Kayan on a high profile construction project for a Polycarbonate Plant; administered 50+ Subcontracts of varying values for services/supplies in support of the Project. Responsible for submitting change orders to clients throughout KSA, including Saudi Aramco. negotiated T&C, labor rates for high value EPC contracts, and issued terminations, processing them to close-out. Work extremely well under pressure and strict timelines. Administered Saudi Aramco driven subcontracts for e.g., bulk oil plants, water treatment systems, petrochemical complexes, engineering services. Familiar with SA standards, T&Cs, and ensuring contractual obligations were in line with project and construction management objectives, meeting schedules and critical path milestones. On a practical level, assisted project managers on effective change management and preparing robust claims. Advised owners of procurement strategies considering risk in a highly P&L driven, privately held company.

Supported a publicly held program management firm for an international real estate development company; responsible for issuing FIDIC contracts and consultancy agreements, reviewing for legal sufficiency and approving contract administration procedures, scheduling review and incorporation, bonding, insurance, and warranty requirements. Responsible for implementing and administering procurement policy, developing procurement strategy for a multi-billion dollar construction program spanning Qatar, Egypt, and Sudan, and recommending financially viable approaches to contracts and purchasing for the resident contracting department. Awarded and administered new and existing contracts, agreements, and ensured modifications were in accordance with company policies.

Provided functional direction and supervision to all contracts personnel within the Saudi Royal Commission for Jubail/Yanbu regarding Operationa & Maintenance projects. Was responsible for the formation/administration of O&M contracts, contract policy, clauses, terms and conditions, planning and organizing work execution sequences. Tasked to find work process improvements for all O&M functions, e.g. buildings, power & telecoms, sanitation, roads and landscaping. Familiar with materials, methods, practices, and equipment used to maintain public buildings, grounds, and other municipal facilities. Adhered to buildling trades and construction codes, occupational hazards & safety standards, principles and practices of construction plan and specification preparation.

Please note that this assignment is within the same DynCorp Division in Kabul, Afghanistan and represents only a lateral transfer. Responsible for all aspects of base operation services as they relate to finance, purchasing, audits, contracts, and subcontracts. Responsible for monitoring labor categories/hours under a T&M contract, ensuring the proper professional labor categories were used. Scheduled daily activities in support of mission critical duties for three off-shore sites including administering subcontracts as they relate to food service, water replenishment, sewer services, housing, electrical and power, fuel, leased vehicles, helicopter and fixed wing aircrafts. Handled all aspects of interfacing with the client on a daily basis, efficiently implementing program directives in weekly project meetings. Obtained subcontract support for construction projects, IT services, and various other customer related initiatives. Interfaced with subcontractors and handled contract related problems, including resolving claims, processing disputes, and containing cost overruns. Supported the program manager with staffing and personnel duties, accounting actions such as audits, forecasting, reconciliation, and invoice payments. Country-manager for prime and subcontracts affecting the Civilian Police Program (CIVPOL). Responsible for drafting and awarding construction contracts/subcontracts for man-camps, security, leases, and administering the prime Dept. of State contract. Directed a senior staff in drafting Statements of Work, identifying requirements with engineering and project managment teams, preparing RFPs for a variety of services, including construction of buildings for a 500-man camp, power generation and electrical support, fresh water, sewage & water treatment facilities, highway construction, and security forces, ensuring proper contract clauses and flow-downs favorable to the company were referenced and employed. Posted RFPs electronically, selected pre-qualified bidders and disseminated documents to these; solicited a wide variety of subcontractors to ensure competition yielding professional results. Scheduled pre-proposal conferences, issued amendments in response to Q&As, received bids/proposals in response to RFPs, entertained alternative proposals, negotiated more favorable terms and pricing, executed and awarded contracts/subcontracts. Led the team in administering subcontracts, accelerating schedules, issuing change orders, negotiating costs for change orders, employing terminations for convenience/default, demanding cost recovery for unfinished or incomplete construction jobs as applicable. Issued uni-/bi-lateral modifications to effect any changes to the contract. Reported to corporate in the U.S. contractual obligations, expenditures, and risks; raised awareness on any other issues affecting the program.

Rejoined CACI for the PCO Joint Contracting Command Iraq at the U.S. Embassy in Baghdad. Assisted the Joint Contracting Command/Project Office with procurement support to include reviewing requirements for water and electrical initiatives for the Iraq reconstruction effort. Drafted RFPs, held pre-proposal conferences, performed site visits, reviewed company capability statements for sufficiency, prepared financial instruments in support of Irrevocable Letters of Credit, bid and performance bonds, Awarded firm-fixed-price and cost-plus Task Order contracts/subcontracts; employed Basic Ordering Agreements and Blanket Purchasing Agreements, of a high-dollar value for efficient procurement of emergency supplies such as electrical copper cabling, transformers, electrical power substation items, and water/sewer pipes and pumps. Prepared weekly status reports for management and analyzed subcontract performance issues. Processed protests and claims; submitted detailed analyses in support or denial of such. Coordianted legal and program management review to ensure successful schedule adherance.

Director of Contracts: Managed a CPFF task order contract with multiple task orders valued at over $500Mil. Supervised the award/administration of subcontracts for construction/services for the Electrical Sector in support of the electrical grid reconstruction efort in Iraq. Responsible for the entire spectrum of contracting management from establishing small purchases procedures in compliance with CPSSR, ensuring control functions and division of responsibilities for accountability, to auditable record-keeping, including task order accountability for major task orders. Was intricately involved with scheduling, reporting to the project manager any deviations from stated and accepted commitments, offering strong solutions for reform. Prepared analyses in support of the effort and prepared customers reports in accordance with contractual requirements. Interfaced with engineering, program, accounting, and scheduling staff to further project objectives as they pertained to the prime contract. Processed terminations, claims, and requests for equitable adjustments. Closely monitored subcontract performance, subcontract quality assurance managment issues, and was critically involved in resolving subcontractor related issues such as non-performance, sub-performance, and resolution of non-acceptable items. Was the primary interface for proper invoice submissions, invoice payments, and reconciliation.

Transportation/Communications Construction support contract specialist for the Procurement & Contracting Office at the U.S. Embassy in Baghdad. Supported the Project and Construction Office with expert procurement advice to include drafting extensive Requests for Proposals (RFPs) for transportation related construction, services, and supplied as well as communications. Administered two multi-million dollar prime contracts for these services; ensured contract was on schedule for construction of the transponder (911) system in Iraq and was the prime lead for the building and reconstruction of the extensive road construction effort for the PCO. Worked contracts from cradle to grave, employing extensive procurement techniques to solicit, review and award offers/bids. Worked closely with Iraqi companies/subcontractors to ensure proper progress on their respective efforts. Performed site visits to survey progress matched stated objectives and took appropriate corrective actions such as payment withholdings to achieve stated goals. Was critically involved in the procurement process to include processing and drafting responses to protests, claims, and requests for equitable adjustments. Represented and gave senior advice to the contracting officer on all matters pertaining to the transportation and communications sector for supplies and services (railroads, ports, highways, communication towers, etc.) including award rationale.

Directed a staff of senior contract specialists. Considered FAR/DFAR/DEAR expert. Demonstrated effective leadership and implemented team concepts. Instituted new Performance-based procedures, providing increased accountability, quality, and realizing cost savings. Presented and expedited solutions to complex contracting problems and budgetary concerns. Supervised 12 senior contract specialists in the preparation and negotiation of RFPs leading to my execution of contractual instruments representing longitudinal studies, to inlude pre-proposal conferences, overseeing site visits, amendments and subsequent to award, executing modifications of a complex nature. Held senior position in the administration's board of review for all contractual matters and gave expert advice on award rationale and policy. Resigned with Reinstatement Rights as GS-14.

Director/Procurement Policy: Implemented Department-wide procurement policy and served as DOL's procurement expert. Served as CAAC Representative, Competition Advocate, and Chairperson for the Procurement Review Board. Developed acquisition/grant regulations, revised procurement manuals, and directed regional audits. Recipient of Vice-President Gore's National Performance Review Hammer Award for reinventing charge card procedures. Assisted in writing federal guidelines for labor policies as they pertained to the Federal Acquisition Regulations, specializing in Chapter 22, Labor Regulations. Was the department's expert on procurement regulations for FAR/DOLAR/DFAR and led administrative national reviews of all major procurement actions.
