Country-manager for prime and subcontracts affecting the Civilian Police Program (CIVPOL). Responsible for drafting and awarding construction contracts/subcontracts for man-camps, security, leases, and administering the prime Dept. of State contract. Directed a senior staff in drafting Statements of Work, identifying requirements with engineering and project managment teams, preparing RFPs for a variety of services, including construction of buildings for a 500-man camp, power generation and electrical support, fresh water, sewage & water treatment facilities, highway construction, and security forces, ensuring proper contract clauses and flow-downs favorable to the company were referenced and employed. Posted RFPs electronically, selected pre-qualified bidders and disseminated documents to these; solicited a wide variety of subcontractors to ensure competition yielding professional results. Scheduled pre-proposal conferences, issued amendments in response to Q&As, received bids/proposals in response to RFPs, entertained alternative proposals, negotiated more favorable terms and pricing, executed and awarded contracts/subcontracts. Led the team in administering subcontracts, accelerating schedules, issuing change orders, negotiating costs for change orders, employing terminations for convenience/default, demanding cost recovery for unfinished or incomplete construction jobs as applicable. Issued uni-/bi-lateral modifications to effect any changes to the contract. Reported to corporate in the U.S. contractual obligations, expenditures, and risks; raised awareness on any other issues affecting the program.
