My career has primarily been in atmospheric science (meteorology). After a short detour to health care policy and finance, I’m glad to be guiding research in transportation with a continuing emphasis on impactful results and environmental issues. I am excited to manage the Colorado Department of Transportation's Applied Research and Innovation Branch. Transportation research impacts everyone - our environment, safety, and economic security. I also lead the World Meteorological Organization Editorial Board, which oversees the WMO Guide to Meteorological Instruments and Methods of Observation (GIMO) and the Instrument and Observing Method (IOM) report series. Weather forecasts and models rely on measurements and the WMO Guide enables worldwide knowledge, quality assurance and standardization.

Director, Dtd Office Of Applied ResearchColorado Department Of Transportation Mar 2020 - PresentDenver, Colorado, United StatesThe CDOT Applied Research and Innovation Branch (ARIB) conducts research that saves Colorado money, time, and lives, with a research-to-operations emphasis on preserving the environment and bettering quality of life. We also participate in national research with the TRB, FHWA, AASHTO, and NHTSA. -
Financial Analyst - Colorado Department Of Health Care Policy And FinanceColorado Department Of Transportation Oct 2019 - Mar 2020Denver, Colorado, United StatesHospital costs are driving the increase in health insurance rates. The HCPF Hospital Cost Analysis team researched hospital financial data, business environment, and trends to inform policy change. -
Committee Chair (Wmo Editorial Board)World Meteorological Organization Aug 2013 - PresentThe WMO Guide to Meteorological Instruments and Methods of Observation (WMO No. 8) (GIMO) describes instruments, observation techniques, and best practices. By ensuring that good data measurement techniques and practices are followed, we can be confident that weather forecasts around the world are accurate. The GIMO is used by meteorological services in all 185 WMO member nations. Prior to chairing this WMO team, I chaired the team revising the WMO International Cloud Atlas, Manual on the Observation of Clouds and other Meteors. This introduced the first new cloud classifications since 1975. -

Manager, In-Situ Sensing FacilityNcar - The National Center For Atmospheric Research Oct 2005 - May 2016The In-Situ Sensing Facility (ISF) serves the advanced observational needs of the atmospheric science research community by providing a flexible, state-of-the-art backbone measurement capability applicable to a wide range of experimental needs. ISF emphasizes advanced sensor capabilities, sensor integration, system mobility, and the ability to deploy to remote or difficult locations. In-Situ measurements are made at the earth's surface, on towers, on balloons, and on packages dropped from aircraft. Remote sensing is used for profiling measurements from the ground up using radar, lidar and acoustic sensors. -
